Sub-Division Office (H.O./FF)

 To ensure daily observation and collection of data on


time as per standard methods of water level, discharge,
Silt, Water Quality, Temperature, Humidity, evaporation
and Rainfall at observation stations.
 Overall supervision of Sub Divisional Data Centre to
ensure computerization of data in SWDES format with
primary validation as per HIS norms and further
submission to Division office.
 To ensure preparation of graphs, charts etc. based on
data and proper display of the same at the respective
sites.
 To ensure survey work on River :L-Section, cross
section, double leveling for establishing bench marks
and checking of gauges at proper intervals.

Sub-Division Office (H.O./FF)

 To ensure erection / maintenance of gauges, target


boards, pivot points, and other fixations needed for
Hydro-metrological observations at site.
 To execute construction works, check measurements,
preparation of Running / Final Bills of Site office
buildings, Compound walls, cable tower, gauge readers
hut, Temporary Bench Marks (TBM), all other
construction works etc. and proper maintenance of
these structures.
 Maintenance of T & P Ledger. Routine verification of T &
P articles used at sites/Sub-division, preparation of
proposals for surveying-off of unserviceable articles.

 Maintenance of all G, GD, GDS, GDQ, GDSQ, RF & FC


stations. Checking of all the hydrological observation
equipments to be used and taking necessary steps for
their necessary repairs etc.
 Inspection of sites under his jurisdiction during monsoon
and non-monsoon period, as per norms prescribed by
RMCD, CWC, New Delhi.
 To assess damages caused due to flood and natural
calamities like earth quake, cyclone etc. liaison with state
Govt. offices.
 To help in conducting water balance studies of the river
basin and to gather information/data related to
hydrological activities in the locality/region and
communicate to his superiors.
 To assist in preparation of water year books, silt year
books and water quality year books and appraisal reports
of flood forecasting works.

Sub-Division Office (H.O./FF)
 To establish flood-forecasting sites, preliminary and
detailed contour surveys of the River stretch.
 Keeps himself always vigilant to hydrological conditions
in the catchment, Data analysis, preparation of rainfall-
run off correlation ship, Unit hydrograph, other
hydrographs etc, computerization of data for flood
forecasting and preparation of draft flood forecast of the
FF stations concerned and timely submission to Division
for approval.
 On approval of Flood forecast by Division office, ensure
timely dissemination of Flood forecast to User Agencies.
 Act as Disbursing Officer. Look after the necessary
administrative works related to the staff and their
welfare.
Narmada-Tapi Bhawan
Narmada and Tapi Basin Organization
(NTBO) is one of the regional field
organizations of CWC with headquarter at
Gandhinagar.
It’s main activities are:
 Hydrological Observation and Flood
Forecasting activities in the west flowing
important rivers.
 Techno-economic appraisal of medium water
resources projects
 Monitoring of major and medium projects
located in Gujarat and western parts of
Maharashtra.
1. The NTBO is headed by a Chief Engineer reporting
to Member (RM) for administrative and HO &FF
activities and Member (WP & P) for other project
related activities.
2. It has one field circle and two Directorates besides
Superintending Engineer( Coordination ),namely
Hydrological Observation Circle, Gandhinagar,
Monitoring and Appraisal Directorate, Vadodara and
Monitoring Directorate, Gandhinagar.
3. The Superintending Engineer controls the HO and
FF activities undertaken by two Divisions namely
Mahi Division, Gandhinagar and Tapi Division,
Surat.
Jurisdiction of NTBO extends in the
states of Gujarat, Maharashtra,
Rajasthan and Madhya Pradesh, besides
in union territory Daman, Dadara and
Nagar Havelly.
NTBO is involved in the following important water related
activities:
1. Collection, collation and publication of Hydrological, Hydro-
meteorological, Sediment and Water Quality data of the west
flowing rivers in the states of Gujarat, Rajasthan, Madhya
Pradesh and Maharashtra.
2. Operation and modernization of Flood Forecasting systems
on the west flowing rivers in the state of Gujarat, Rajasthan,
Madhya Pradesh and Maharashtra.
3. Monitoring of Irrigation Projects in Gujarat and Western
Maharashtra to ensure speedy implementation and timely
completion.
4. Techno-economic appraisal of Medium Irrigation Projects.
5. Miscellaneous tasks as required by Ministry of Water
Resources and as assigned from time to time by Central
Water Commission, New Delhi.
As a part of hydrological observation activities, CWC
operates a vast network of 878 HO stations country-wide on
various interstate and international rivers for collection of
Gauge, Discharge. Silt and Water Quality data. These data
are stored after analysis in Central Data Bank in addition to
the publication in the form of year books. Hydrological
Observation Circle under NTBO operates 36 HO stations for
gauge & Discharge Data observations located on streams in
Luni, Banas, Sabarmati, Mahi, Narmada, Tapi,
Damanganga, Vaitarna and other west flowing rivers
including those of Saurastra. These include 16 stations
where silt samples are collected and analysed and 21
stations where samples for water quality analysis are
collected and sent for analysis to Divisional Laboratories.

Flood Forecasting activities which were started by CWC in a
small way in 1958 have been expanded with a network having
175 forecasting stations to cover most of the inter-state flood
prone rivers including inflow forecasts for 28 major reservoirs
of the country.

Two Divisions under HO Circle, Gandhinagar of Narmada-Tapi


Basin Organization are issuing level forecasts at 7 stations
namely Gandhinagar, Wanakbori Weir, Surat, Garudeshwar,
Bharuch, Vapi and Daman covering important towns located on
the bank of major interstate rivers besides giving inflow
forecasts for 6 major reservoirs namely Dharoi, Kadana,
Dantiwada, Hathnur, Ukai and Madhuban.
A network of real time data collection is
operated consisting of 7 RG stations, 33 gauge
sites and 25 HO sites (out of 65). High
frequency and very High Frequency Wireless
sets are provided at these stations and in
control rooms established at Sub Divisions,
Divisions and Circle Offices.

NTBO maintains close liaison with local civil


authorities to communicate advance warning for
appropriate mitigation measures.
Monitoring of Irrigation Projects is aimed
towards ensuring achievements of targets and
sorting out various critical issues ranging from
construction, planning,land acquisition, quality
control etc. and also in obtaining required plan
allocations to these projects. Since inception
287 major/medium Projects have been included
under AIBP, out of them 134 projects have been
completed. At present, Monitoring Directorates
under NTBO, Gandhinagar are monitoring Major
and medium projects under AIBP.

Medium Irrigation projects which involve
the inter-state aspects.
Draft TAC Note is prepared for
consideration of TAC of Planning
Commission for investment clearance.
For the other medium projects, which do
not involve the interstate aspects, a
certificate is issued.
The approved and published data regarding
Water Quality, Sediment, Bed material,
Gauge and Discharge is made available on
request as per the Data dissemination and
pricing policy of River Data Directorate,
Central Water Commission, New Delhi.
 
Mass Awareness
Conservation of Water Resources and
Preservation of it’s Quality is not possible
without involvement of people in general
and Women and Children in particular.
The Central Water Commission, Gujarat
made a beginning in this direction from
2003 onwards.
Telemetry system
The MoWR has approved 220 Telemetry Stations to
be installed during XI Plan.
This includes 76 Telemetry Stations for NTBO.
There are 4 types of Sensors: A,B,C,D.
In the XII Plan, the network is to expand up to 2700
telemetry stations.
