SUMMARY OF JOURNAL

Energy strategies are the key documents for the industry that set priorities and
development paths. They are designed at national and sectoral level, for the entire
energy industry or certain segments.
This paper is devoted to the analysis of energy priority of the national
Strategy for Science and Technology development of the Russian Federation and,
therefore, focuses on prospective research and technology areas to be supported by
the Russian Government until 2035.
SUMMARY OF JOURNAL

The energy priority of the Strategy for S&T Development of


the Russian Federation 12 is rather wide and encompasses ‘the
transition to environmentally friendly and resource-saving energy
industry, increasing the efficiency of extraction and deep processing
of hydrocarbons, identification of new energy sources, ways of
energy transportation and storage’.

The other priorities are devoted to the wide application of digital smart
industrial technologies, machine learning and artificial intelligence; transition to
personal and high-tech healthcare; achieving highly productive and environmentally
friendly agriculture and aquatic industry; assuring effective response to
anthropogenic, biogeneous, and socio-cultural threats and terrorism; assuring
coherence of the country's territory through smart transport and telecommunication
systems; and effective response to grand challenges through interaction of humans
and nature, humans and technologies, and advancement of societal institutions.

These priorities correspond to grand challenges identified in the document


earlier. The Strategy's Action Plan adopted half a year later envisages,
inter alia, the support to basic studies and comprehensive S&T funding
programs in the Strategy's priority areas.

The analysis of documents revealed that in Russia energy efficiency and energy saving
priorities are underlined, with relatively less attention given to advancing renewable energy
technologies, as compared with OECD countries. The Foresight time horizon is also markedly
shorter, which may be explained by the fact that emerging economies face higher risks and
uncertainties associated with economic and political instability with implications for energy
and national security.
SUMMARY OF JOURNAL

The decrease in energy intensity of the economy and greenhouse gas


emissions clearly go beyond the decisions in the energy industry and should
cover the entire economy, requiring structural changes. These ambitious
goals could be achieved through close integration of technology, industry,
energy and economic policy.

The advantage of a journal entitled Foresight for the ‘energy’ priority of the
Russian Science and Technology Strategy is that in writing the contents of the
abstrack it is complete because the writer can tell the entire contents of the jour
nal.
WEAKNESS

The weakness is that this journal there are sever


al sentences that are difficult for readers to understand
and there isn’t ISSN and Volume Whereas those are the
identity of Journal. So it makes this journal less accurat
e.
Conclusion
Science and technology priorities have been identified through
foresight studies for many years and used in science and technology
policy making. These priorities areusually directed towards
addressing the most pressing social and economic-concerns and the
most efficient use of the national competitive advantages. Energy
technology foresight has some distinct features in emerging
economies (including Russia), that have higher policy and economic
risks that need to be taken into account.
