 The cell throughput of U900 layer is improved after offloading some users to U2100 layer
PS DL Traffic per Layer (MB)

 Even with noticed decrease of number of users on U900 layer, the PS DL traffic carrying by
this layer is slightly decrease this explain the enhancement of user experience on U900 layer
and then downloading more data.
