BEGINNINGS OF CBR IN THE
PHILIPPINES

 NGOs engaged in the promotion and


practice of CBR/ CBID for the past 30
years
 Executive Order 437 (2005)
encourages LGUs to adopt CBR/ CBID

▰ 2005 – Executive Order 437
Encouraging the implementation of Community
Based Rehabilitation (CBR) for Persons with
Disabilities in the Philippines
o Sec. 1. All Local Government Units (LGU) are
encouraged to:
▻ Adopt the CBR/ CBID strategy in delivering
services to their constituents with disabilities
and to allocate funds to support the program

▻ Designate a unit under the office of the LCE


to be responsible for the implementation of
CBR/ CBID strategy

THE CURRENT SITUATION

 Around 300 out of 1, 634 municipalities/ cities across


the country implementing CBR/ CBID
 Some have institutionalized CBR/ CBID with local
legislation, management committees and annual
work and financial plans
 Many are supported by disability NGOs working in
their municipalities
 Manual on CBR/ CBID developed by an inter- agency
group led by CBM CBR/ CBID Coordinating Office

SOME CBR/ CBID UPDATES AND CURRENT
INITIATIVES

NGOs using the CBR/ CBID strategy cover more grounds


 NORFIL’S CBR/ CBID in 80 LGUs
 KASAMAKA CBR Foundation, Inc. and Tahanang Walang
Hagdanan (TWH) using the CBR/ CBID strategy as they
work with their community counterparts in ensuring
disability-inclusive disaster risk reduction (DIDRR).
 Sorsogon Integrated Health Services Foundation, Inc.
(SIHSFI), working with 13 LGUs.

 Simon of Cyrene Community Rehabilitation and


Development Foundation, Inc. (SCCRDFI) is
working with several provinces.
 HELP Learning Center Foundation, Inc. (HLCFI)
in Camarines Sur is working with 12 LGUs.
 KAISAKA working with the city of Manila.

 The Christian Foundation for Persons with
Disabilities, Inc. (CFPDI) continue to invest in
capacity development of leaders of
organizations of persons with disabilities as well
as LGU disability focal persons and officers of
Persons with Disability Affairs Offices in the
province of Negros Occidental.
 Davao Jubilee working with 2
cities/municipalities
 CBR/ CBID Iba is partnering with a municipality

 In Mindanao, the UCCP Social Concerns


Foundation, Inc. (UCCP SCFI) working with
around 33 LGUs.
 The Loving Presence Foundation, Inc. (LPFI) is
partnering with other institutions to train parents
and heads of schools on impairments and
disability.

influence their local government
units to become more disability-
inclusive.

CBR/ CBID AND INCLUSIVE DEVELOPMENT

National Council on Disability


Affairs (NCDA) continue to support
and initiate activities that promote
the creation of barrier-free and
inclusive communities and upholds
the rights of persons with
disabilities.

These efforts have resulted in a 25%
increase from the 2011 figures to the
present number of LGUs which have
adopted CBR/ CBID.

tool that could interface with both national and

According to the participants, these are the
barriers that stop them from achieving what
they want to be, what they want to do, and
what they want to have:
 Lack of support from the government
 Budget/Funding
 Lack of awareness and understanding of
the PWDs
 Lack of empowerment and inclusion
 Inaccessible environment
 Lack of sustainable livelihood project

things that can be done to address the barriers:
 Values formation
 Capacity building empowerment
 Strong lobbying and advocacy
 Work closely with LGUs and coordinate
with them
 Strengthen the organizations

accelerated implementation of CBID in

Bring together leaders of organizations


practicing CBID/ CBR from all regions for
them to acquire a consensus understanding
of the CBID/CBR concept and strategy and
develop a plan to put up an organizational
structure in their respective regions to initiate
or accelerate the acceptance and installation
of a region- wide CBID/CBR Program.

CHALLENGES

 Difficulty in gathering the members of the


Board of Trustees for meetings and major
decisions
 Absence of staff to do secretariat work
 Getting funding support/ resources for the
plans and activities
