C. BRIEF DESCRIPTION OF THE PROJECT
 Bulihan Police Community Precinct of Silang MPS has twelve (12) barangays under its jurisdiction,
namely: Bulihan, Banaba, Anahaw 1 and 2, Yakal, Acacia, Narra 1, 2 and 3, Ipil 1 and 2 and
Maguyam. The geographical characteristics of these barangays include hundreds of narrow path
walks and alleys and a diverse community coming from different slum areas in Metro Manila
(relocation area), used to make the area a haven for wanted criminals who are hiding from the
authorities. The more than eighty thousand (80,000) population living in these barangays with
residents who care less for their neighbors also contribute to the anonymity of residents thereby
encouraging certain personalities to seek refuge in the area. In this kind of environment, those
criminals who are in hiding can easily escape from the pursuing law enforcers by simply moving,
transferring or renting another nearby household to avoid identification and capture.
 Among those criminals who are taking advantage of this kind of environment is Richard Reyes y

Dollente who has teo (2) pending warrants of arrest. He is wanted by law for the crimes of
Attempted Murder under Criminal Case Number TG-16-2030 (AS), Frustrated Murder under Criminal
Case Number TG-16-2031 (AS), Robbery with Homicide under Criminal Case Number TG-16-2032
(AS). Although Richard’s address, as stated in the warrants of arrest, is Brgy Acacia, Silang, Cavite, a
confidential informant revealed that he is frequently seen in Brgy Narra 3, Silang, Cavite where his
relatives are residing.

Action Agent Rodulfo Galoy presently lives together with his uncle at Brgy Anahaw 1 Silang,
Cavite wherein other members of the KADO Robbery Group also lives. He sometimes mingle with them
during casual drinking spree wherein subject personalities unconsciously told stories on some of their past
illegal activities a loose talk are also being committed by some of its members regarding some planned
activities of the group. He will be pretending to be interested in joining the group to gain money to support
his family. He will be given instruction to look for a target thereby impressing the group to allow him to join
in their nefarious activities.
