DPR issues – PMGSY-III
 State should reconcile the sanction details on OMMAS as per
clearance letters for the year 2000-01, 2001-02, 2003-04 & 2005-
06.
 State needs to provide Copy of SLSC approval, MP-I, MP-II & MP-III and
Mandatory certificates duly signed by the competent authority.
 Average cost per Km is on the higher side particularly in Guntur, Krishna,
Srikalkulam and West Godavari districts.
 47 roads are having average cost more than 90 Lakhs/Km for 3.75 m
carriageway width. Site verification report of CE/SE needs to be provided
with detailed justifications.
 Many of the roads proposed from Earthen surface which indicates the
selection of candidate roads is questionable. Some petitions also received
from the public for improper selection of roads and proposed under PMGSY-
III.
 3rd party traffic verification as per IRC guidelines needs to be provided by
the State.
 State needs to ensure that the required land width is available to provide 9
m top width as per IRC guidelines.
 Provision made in the DPRs with carted earth for construction of sub grade.
However, the pavement has not been designed based on proposed sub-
grade CBR (AP09PIII04).
 L and X section drawings attached with the DPRs are not legible.
 Drainage layer has been proposed for the entire width of road. It should be

restricted to carriageway width (AP06PIIICHE01).
DPR issues – PMGSY-III
 State has proposed certain roads with Geo-Synthetic Geo Coir at the
rate of about Rs. 230/Sqm. The sub-grade constructed with carted soil
at the rate of Rs.1,000 to 1,210/Cum. Pavement designed based on
original CBR of less than 3. The pavement should be designed based on
new sub grade CBR (AP22PIII22 & AP06PIIICHE01). Due to Geo textile
the cost of Rs. 13.50 to 20 lakhs/kms increased.
 Hard shoulder should be proposed only 1m width on either side and
maximum 100 mm thickness as per IRC SP:72:2015.
 Overlay thickness over existing BT layer should be proposed as per
Clause 2.2.3 of IRC:SP:72:2015. The State has removed entire crust
and constructed right from sub grade construction (AP09PIII04).
 Protection works proposed without proper justifications (AP22PIII16,
AP22PIII22). Needs to be justified with L and X section drawings.
 RCC retaining wall has been proposed invariably for 1.50 m to 2.00 m
height above ground level.
 Lump sum provisions such as Price variation, Quality Control charges
are not permitted as per PMGSY guidelines.
 The length of head wall proposed in single row pipe culverts is 8 m.
which should be maximum 6.15 m (AP22PIII22).
 Proposed more length of Return wall and wing wall which increase the
cost of CD works.

DPR issues – PMGSY-III
 As the State has proposed BM of 50 mm thickness, the tack coat
proposed on primed granular surface should be deleted as per DO letter
no. NRRDA-PO14 (11)/1/2018-JD (Tech) dated 23.03.2018.
 Sand soling proposed in CD works needs to be deleted as the soil is good.
 Wearing coat proposed for less than 5 m span culvert needs to be deleted
and BT can be proposed over deck slab as per IRC SP:2002.
 Pavement quantities of existing & Proposed bridges, RCC culverts portions
have not been deducted from the total pavement quantity. Needs to be
deducted (AP09PIII04, AP06PIIICHE01).
 Agency area allowance for labours at the rate of 25% included in the rate
analysis needs be deleted as per NRIDA letter no. P-17023/5/2017-P-I
dated 25.01.2019 or should come from the State share.
 Road safety audit report not attached with the DPRs. However, about 3 to
4 lakhs/Km has been proposed for road safety items.
 Provision for Unforeseen items and price escalation is not permitted under
PMGSY. Needs to be deleted or it should come from State share.
 The seigniorage added with the basic rate for individual materials and the
same rate must have been considered in the rate analysis. But as per the
General Abstract attached in the DPRs, the seignorage charge is again
considered, which is around 3-4% of the total cost.

The program will focus on upgradation of existing TR/MRL based on
priority giving importance to critical facilities like the rural markets and
education & health facilities. However, new construction may be
allowed only as a part of upgradation project to connect Agricultural and
Rural Markets/warehouses, Government hospitals and Educational
Institutions, in case they are not connected already with a metalled road
or require strengthening and widening of existing roads.
