Cell Reselection and Camping
Typical FDD+TDD networking:
 TDD network operating in a high frequency band with large bandwidth and discontiguous coverage
 FDD network operating in both high and low frequency bands with continuous coverage

No. Camping Policy Name Advantage and Disadvantage

Advantage: The TDD network uses a high frequency band with large bandwidth.
The high frequency band serves as the capacity layer to absorb UEs.
1 TDD-preferred camping
Disadvantage: Since the TDD coverage is discontiguous, there are a large
number of inter-frequency reselections of UEs in idle mode.
Advantage: The FDD network provides wide coverage to ensure successful
2 FDD-preferred camping access and mobility for connections of UEs.
Disadvantage: The TDD network carries less traffic.
Advantage: Network planning is simple.
Disadvantage: Traffic is unevenly distributed between FDD and TDD networks
3 Random camping (which can be resolved by appropriate threshold and offset settings).
Note: If random camping is used (essentially, the priorities of FDD and TDD
networks are the same), the camping policy is determined by UEs.

Camping policies recommended for FDD+TDD networking:

Stage 1: early TDD deployment and mature FDD networks Stage 2: Halfway and later stages of FDD and TDD deployment
Characteristics: The UE penetration rate is low and the Characteristics: LTE FDD/TDD dual-mode UEs have high
bandwidth is large on TDD networks. Therefore, LTE TDD penetration rates, the network load is heavy, and contiguous
networks are required to absorb more traffic. network coverage has been achieved.

For a network with MLB already deployed, this parameter is set to
CellMLB 0 by default after a version upgrade if this parameter is unavailable
in the source version, and you are advised to set this parameter to
10 after the upgrade. In this case, the upgrade does not impact the

the upgrade be inherited.
For a network with MLB newly deployed, you are advised to set

be reduced to achieve better balancing performance.
