Adamson University’s
Vision-Mission and Nation-Building

Objective:
At the end of the session, students are expected to:
1. Know short history and legal basis of the National Service Training
Program (NSTP);

2. Identify and be able to explain the vital provisions of the NSTP


Implementing Rules and Regulations (IRR);

3. Identify and differentiate the three components of NSTP and appreciate


the importance of each in building civic consciousness and defense
preparedness;

4.Identify the vital provisions of RA 9163 and its implementing rules and
regulations;

5. Identify the mission-vision of Adamson University and correlate it with


the declaration of policy of NSTP towards nation-building.

LECTURE: RA 9163 – An Act Establishing the National Service
Training Program (NSTP) for Tertiary Level Students:

RA 9163

a. Legal Basis and History


• Commonwealth Act No. 1 mandates that the preservation of
the state as an obligation of every citizens;
• To supervise the conduct of pre-military training section 35 of
the National Defense Act mandates the establishment of Reserve
Officers Training Corps and the first ROTC Unit was established in
the University of the Philippines in 1935;
• After World War II, the establishment of ROTC units was thru
the issuance of orders from Armed Forces of the Philippines until
school year 2001-2002;
• Presidential Decree no. 1706 otherwise known as the National
Service Law which took effect on September 8, 1980 mandates
the compulsory national service for every Filipino citizens.

• Section 4 of Article 2 of the 1987 Philippine Constitution


defines the power of the state to call to render personal or
military service and that the state should maintain a regular
force to maintain the security of the state ;

• RA 7077 otherwise known as the Citizen Armed Forces of the


Philippines Reservist Act makes clear the duty of the state to
maintain standing or regular armed force and citizens must be
provided maximum opportunity to participate in national
defense.
• In 1995 the Department of National Defense, Department of
Education and new implementing rules and regulation for RA
7077 adopted the idea of making the the ROTC program as
“purely voluntary endeavor;”

• The death of Mark Chua during the 1st semester of led to


numerous student demonstrations for the abolition of ROTC and
the legislation of RA 9163.
1987 Philippine Constitution, Section 4 Article 2 Declaration of
State Policy

• It affirms the prime duty of the government to serve and


protect its people;

• It affirms the vital role of youth in nation-building by promoting


civic consciousness and to develop their physical, moral, spiritual,
intellectual and social well-being;

It inculcates patriotism, nationalism and involve them in public


and civic affairs;

• It also affirms the need to motivate, train, organize and


mobilize the youth in the service of the nation.
1987 Philippine Constitution, Section 4 Article 16
General Provisions “ The Armed Forces of the
Philippines shall be composed of a citizen armed
force which shall undergo military training and
serve as may be provided by law. It shall keep a
regular force necessary for the security of the
State.”
RA 7077 Citizen Armed Forces of the Philippines
Reservist Act, Sec. 2. The Regular Force “It is the
policy of the State to maintain a standing or regular
military force in times of peace consonant to its
adequate and actual needs for the security of the
State but which can be rapidly expanded by the well-
disciplined Citizen Forces in the event of war,
invasion or rebellion.”

Reservist Act, Section 3 ”The Security and
Socioeconomic Development of the State. – The Citizen
Armed Force shall be provided maximum opportunity to
participate in safeguarding the security of the State and
in assisting in socioeconomic development.”

Reservist Act, Sec. 38. Reserve Officers' Training Corps
(ROTC). – Military training for students enrolled in
colleges, universities and similar institutions of learning is
mandatory pursuant to the provisions of the National
Defense Act and the 1987 Constitution.
•RA 7077 Citizen Armed Forces of the Philippines
Reservist Act, Sec. 39. “Establishment of ROTC Units in
Schools. – At such colleges, universities and similar
institutions of learning that request for the conduct of
military training in their institutions, there shall be
established and maintained Reserve Officers" Training
Corps units as the Secretary of National Defense may
approve, which shall conduct military training for the students of
such institutions for the purpose of producing enlisted and officer
reservists.
The program of instruction shall be prescribed by the
Secretary of National Defense and may include instruction
to prepare female students for military service: provided,
that, such course of instruction shall not exceed two (2)
academic years in the case of enlisted reservists, and four
(4) academic years in the case of officer reservists which
shall include as necessary summer or probationary
training of not more than sixty (60) consecutive days.
The first two (2) years ROTC training, which is mandatory,
shall hereafter be referred to as basic ROTC while the
second (2) years after said basic ROTC, which is voluntary,
shall hereafter be referred to as advance ROTC. The
allocation of ROTC units to the various majors services of
the AFP shall conform to the projected manpower needs of
their respective reserve components.”

Components
1. Reserve Officer’s Training Corps (ROTC) – is designed
to provide military training to tertiary students in
order to motivate, train organize and mobilize them
for national defense preparedness;

general welfare and the betterment
of life for the members of the
community or the enhancement of
its facilities, especially those
devoted to improving health,
education, environment,
entrepreneurship, safety, recreation
and moral of the citizenry and other
social welfare services;

3. Literacy Training Service


(LTS) - refers to the
program component
designed to train the
students to become
teachers of literacy and
numeracy skills to school
children, out-of-school
youth and other segments
of society in need of their
services.
Who should take NSTP?

Students, male and female, of any baccalaureate degree course


or at least two (2)-year technical vocational course in public and
private educational institutions are required to complete one (1)
NSTP components as a requisite for graduation.
How long should I take NSTP course?

Each of the aforementioned NSTP course must be completed or


undertaken for an academic period of two (2) semesters;

One-Summer program may be designed by the Department of


National Defense (DND), Commission on Higher Education
(CHED) and Technical Education and Skills Development Authority
(TESDA).
Why should I take NSTP program in Adamson?

All higher and technical-vocational institutions, public and


private, must offer at least one of the program components.
How much do I need to pay for my NSTP program?

Schools shall not collect any fee for any of the NSTP components
except basic tuition fees which shall not be more than fifty
percent (50%) of what is currently charged by schools per unit in
their academic subjects.
Is there scholarship grant in NSTP?

There is hereby created Special Scholarship Program for qualified


students taking the NSTP which shall be administered by the
Commission on higher Education (CHED) and Technical Education
and Skills Development Authority (TESDA).
Who manages and designs AdU NSTP program?

The school authorities shall exercise academic and administrative


supervision over the design, formulation, adoption and
implementation of the different NSTP components in their
respective schools.
In Adamson University, NSTP is being implemented by the
Associate Vice President for Academic Affairs – Academic
Administration, and Integrated Community Extension Services
(ICES)

What is the National Service Reserve Corps?

It is composed of all graduates of non-ROTC components of NSTP


or the CWTS and LTS program. Member of this corps shall be
tapped by the state for literacy and civic welfare activities
through the joint effort of Department of National Defense
(DND), Commission on Higher Education (CHED) and Technical
Education and Skills Development Authority (TESDA);
Graduates of ROTC, however, shall form the Citizen’s
Armed Force pursuant to RA 7077.
