Introduction
Access Classes (AC) – in a nutshell

• According to 3GPP, all UEs are members of one out of ten randomly 1
allocated (by operator) mobile populations, 2
defined as Access Classes (AC 0÷9). 3

Before LTE1635

• Don’t exist possibility to bar access for 1xRTT (Radio Transmission Technology).

After LTE1635

• Feature introduces dedicated access class barring for 1xRTT as an extension to


LTE1441 R8/R9 (e)1xCSFB.
• LTE1635 feature gives the ability to respond to the overload occurring in the network
(e.g. during mass event).

• Probability factor defines the probability


for a UE with AC 0÷9 to establish an RRC connection. It can change from 0.00 (0%) to 0.95 (95%) [step 0.05].

• The UEs with AC 0÷9 draws a random number [0÷1) when initiating connection establishment.
- When the uniform random number is less than the current probability factor and the type of access attempt is
indicated allowed, then the access attempt is allowed; otherwise, the access attempt is not allowed.

• For UEs with AC 0÷9 besides barred type of access attempt and probability factor, also
barring duration is defined.
PROBABILITY - If the access attempt is not allowed, further access attempts of the same type are then barred for
FACTOR a barring duration (BD), which is calculated according to formula:

BD = (0.7 + 0.6 * random number) * ACBarringTime[s]

SIB8 and LTE1635 and LTE1788

• LTE1635 feature introduces dedicated static access class barring for 1xRTT.
• The 1xRTT AC barring information is broadcast as part of the System Information Block 8 (SIB8) to
the UEs.
• UE based on information from SIB2 and SIB8 calculates (according with the formula specified in
3GPP2 C.S0004) the CDMA AC Barring probability factor and determines whether access attempt
is allowed.

• When LTE1788 feature is enabled and eNB enters into OVL2 state, then immediately autoAcBarringStartTimer is
started.
• The feature is triggered, if the eNB remains in the OVL2 for the timer duration.

• LTE1635 SIB8 AC barring is only applicable when LTE1441 is activated
and SIB8 CSFB-RegistrationParameter1xRTT IE is broadcasted.
• When UE in R8/R9 1xCSFB mode access 1xRTT network via LTE access
for 1xCSFB, 1xSMS, 1xRegistration, etc, SIB8 AC barring shall be
followed together with SIB2 AC barring.
LTE1047 C-plane overload handling

Benefits of LTE1788 Automatic Access Class Barring (AACB):


- reduces the number of rejected RRC connection requests during a
persistent high control plane load
- improves the ability to serve traffic with a sudden high load, when an eNB
enters an overload level
- access class barring is activated automatically, whereas before it was
activated only manually.

• Feature gains are visible only when eNB is in OVL_2 state of the
LTE1047.

Benefits of LTE2505 ACB skip:


- the ACB skip indicators provide independent access class barring control
for voice, video, SMS service and data service. E.g. barring the data
service while allowing the voice, video or SMS service in case of network
overload due to disaster, etc
- the possibility to prioritize voice call setup over other traffic during
congestion
- due to bar data only, the restrictions of voice calls are minimized and Public
Safety voice service availability is increased e.g. during earthquake

Definition of terms and rules for parameter classification*

How to activate and where to trial the functionality:
