grievances.”
Article XVI, Section 11 limits media ownership
to “citizens of the Philippines, or to corporation,
cooperatives or associations wholly owned and
managed by such citizens.” and “regulate or
prohibit monopolies in commorcial mass media
when the public interest”

professional and ethical standards.
