THE NEW NATIONAL BUILDING CODE

General Provisions
• Declaration of Policy
- To safeguard life, health, property, and public welfare and to provide a framework of minimum standards and
requirements to regulate and control the location of buildings, site, design, quality of material, construction, use and
maintenance.
• Scope and Application
- Shall cover architectural, civil/structural, electrical, mechanical, sanitary, plumbing, electronics and interior design.
- Shall apply to design, location, siting, construction, alteration, repair, conversion, use, occupancy, maintenance,
moving, demolition of and addition to public and private building and structures except traditional indigenous family
dwellings and economic and socialized housing projects.
- Existing buildings without building permits/certificates of occupancy ma be issued same provided they conform to
these rules and regulations.
BUILDING PERMITS AND INSPECTIONS
• Building Permits
- No person, firm or corporation shall construct, alter, repair, convert, use, occupy, move, demolish and add any building
without a building permit.

• Ancillary Permits
a. Architectural Permit
b. Civil/Structural Permits
c. Electrical Permit
d. Mechanical Permit
e. Sanitary Permit
f. Plumbing Permit
g. Electronics Permit
h. Interior Design Permit
i. Other Permits for other professional disciplines
• Exemption from Building Permits
- Abuilding permit shall not be required for the following minor constructions:
1. Minor Constructions
a. Sheds, greenhouses, playhouses, aviaries, poultry houses and the like not exceeding 6 sq. m. completely
detached from any building.
b. Addition of open terraces or patios directly on the ground not exceeding 20sq.m. for private use.
c. Installation of window grilles.
d. Garden pools, aquarium fish not exceeding 500 mm in depth and for private use.
e. Garden masonry wall not exceeding 1.20 m in height, footpaths, garden walks and driveways.
• Requirements
1. In case the applicant is the registered owner of the lot:
a. Certified true copy of TCT, on file with the Registry of Deeds
b. Tax Declaration
c. Current Real Property Tax Receipt
2. In case the applicant is not the registered owner of the lot in addition to the above:
a. Duly notarized copy of the Contract of Lease or Sale
b. Duly notarized copy of the Deed of Absolute Sale
3. Five sets of survey plans, design plans, specifications signed and sealed by:
a. Architect e. Sanitary Engineer i. Interior Designer
b. Civil Engineer f. Master Plumber j. Geodetic Engineer
c. Electrical Engineer g. Electronics Engineer
d. Mechanical Engineer h. Environmental Planner

• GROUP A – RESIDENTIAL (DWELLINGS)

a. Indigenous family dwelling units f. Churches or similar places of worship


b. Single-detached units g. Community facilities / Social centers
c. School or Company staff housing h. Parks, playgrounds, parkways
d. Church rectories i. Clubhouses and recreational uses such as golf course, tennis courts
e. Single family dwellings

• GROUP B – RESIDENTIAL (BUILDINGS/STRUCTURES, HOTELS AND APARTMENTS)

a. all uses in Group A


b. Leased single detached dwelling unit, cottage with more than 1 independent unit and duplexes
c. Boarding and Lodging houses
d. Multiple housing units for lease or for sale
e. Townhouses, each privately owned
f. Boarding houses
g. Hotels, Motels, Inns, Pension houses and apartels
h. Private or Off-campus dormitories
