OBJECTIVE EXISTING SCENARIO : BASELINE

• Existing Scenario : Surat  Over 7.27 lac Tonnes of Municipal Solid Waste (MSW) gets
generated since 2017 in City of Surat annually with less than 30%
• Regulatory Framework being processed.
• Opportunities  Open dumping a common practice, dumpsites overflowing, public
• Barriers health menace, GHG emissions.

DOOR TO DOOR GARBAGE COLLECTION SYSTEM

To strengthen the effective & timely collection of garbage; a door to door garbage
collection system in accordance with norms of MSW (M & H) rule; 2000 was put in to
commission in April 04 on experimental base to cover three out of seven zones.
PRIMARY COLLECTION AND TRANSPORTATION
SYSTEM (DOOR TO DOOR & CONTAINER LIFTING)
Door to Door Garbage Collection System.
• It was introduced in the year 2004 for concession period
of seven years.
• Closed body vehicles equipped with RFID / VTS to be
purchased by operator.
• Payment is made on per M.T. base of MSW brought to
Transfer Station with provision of 5% escalation every
year.
• The system of D2D collection is continued by old agencies
till the new contract come in force.
• Average daily collection is around 1013 M.T

• Except for West Zone and East Zone it is managed by
Municipal Corporation.

• Total Dumper placers 95 (Deployed by SMC : 74 and

I PRIMARY COLLECTION
This is the first & foremost component of whole solid waste management system to collect the waste
through primary collection system and its transportation to transfer stations in the respective Zone. In the
city of Surat we have adopted several systems which are working in parallel to collect waste from point of
generation.
i) Sweeping and Collection in Wheel barrows which goes to containers
ii) Mechanical sweepers goes to Transfer stations.
iii) Night Scrapping brushing.
iv) Littering bins emptied into wheel barrows which are further emptied into containers
v) Door to door garbage collection system (Fully Privatized)

MSW Treatment & Final Disposal
Technology Proposed

• Surat has opted for multiple waste processing technology for treatment of MSW.
• Segregation of incoming heterogeneous waste.
• Converting in to compost & RDF pallets.
• RDF on burring will emit less quantity of NOX, SOX, CO & CO2 as compared to coal.
• Opted for BOOT base with concession period of 30 yrs.
• Return to SMC in form of lease rent & part of Income as monitorial gain from selling
of RDF pallets.
• First phase plant is under operation.
• Selection of agencies for providing treatment to remaining quantity of MSW is in
progress.

• Rate for residential area 80 ps./sq.mt. and for commercial / industrial are 0.65 per

SUISTAINABLE INITIATIVE
MSW Process Plant

Salient features
 Land provided by Municipal Corporation on token rent.
 Investment by agency for construction, operation and maintenance.
 Concession period agreed is 30 years.
 All the permissions, NOC, Consent to follow up the prevailing Rules and
regulations is with the agency.
 Capacity of plant is 400 M.T. per Day against total generation of 1575 M.T. per
Day.
 Land provided is 25 hectares.
 Agency executing process plant is Hanjer Bio-tec energies Pvt. Ltd.; Mumbai.
 The Sanitary Land Fill cell (SLF) of capacity 1,25,000 cu.mt. and second SLF cell
capacity of 6,25,000 cu.mt. both are in utilization.

Concept •Primary collecting vehicles sent to the Elevated Platform
of through Ramp.
Modern •Chutes are provided at Elevated Platform to receive the
transfer MSW from where it is unloaded by primary collection
station vehicles.
•Secondary transport vehicle is kept underneath the chutes.
•MSW unloaded from primary collection vehicles is
transferred into the closed container provided with
compactor system.
•The chute portion of transfer station is covered on the top
with FRP sheet and whole structure is kept closed with
concrete louvered blocks.
•Transportation of container is carried out on Hook lifting
vehicles.
•Containers are fully closed with leak proof door opening
system
Results •MSW received through closed vehicles is dropped to closed
Achieve containers without secondary handling.
d •Covered leak proof container preventing spillage of garbage
on the road.
•No foul odour, as transfer station is semi-closed and
transport containers are fully closed.
•No MSW storage, permanently or temporary, at transfer
station as it will be directly transferred to containers without
secondary handling, therefore no flies nuisance & animals
entry is restricted.
•Separate leachate collecting system is provided.
