Cooling Water from Thermal Power Plant
• New Thermal Power plants Commissioned after June 1, 1999
New Thermal Power plants, which will be using water from
rivers/lakes/reservoirs, shall install cooling towers irrespective of location and
capacity. Thermal power plants which will use sea water for cooling purposes,
the condition below will apply.

Industry Environment responsibility – Future
Scenario
As per the new standards, thermal power plants are expected
to cut particulate emissions by 25%,SO2 emission by 90%.Nox
emission by 70% and mercury emission by 5% compared with
the existing state of art plants. Those plants that were established
after 2003 will need to meet slightly lower standards while
plants older than 2003 will be required to meet more relaxed
norms.
For new plants - effluents norms may be introduced for heavy
metals

To operate the pollution control equipments in good
operating condition and retrofit with modern air pollution
control equipments
Maintaining the online effluent and stack monitoring
equipments for reliable reading
Good operating practices in lower specific fuel,water
consumption and emission to meet the forthcoming stringent
norms.
Adopting water conservation initiatives such as recycle,
reuse, reduce and energy conservation measures.
Comply with the Environment norms and set Bench mark to

UTILISATION NOTIFICATION
“As per the latest notification SO 254 Jan 27-2016 the restriction to
provide 20 % of dry ESP fly ash free of cost shall not apply to those
thermal power plants which are able to utilise 100 % fly ash in the
prescribed manner.”
Every coal or lignite based thermal power plants (including captive and
or co-generating stations) shall, within three months from the date of
notification, upload on their website the details of stock of each type of ash
available with them and thereafter shall update the stock position at least
once a Month
Every coal or lignite based thermal power plants shall install dedicated
dry ash silos having separate access roads so as to ease the delivery of fly
ash.

“Every construction agency engaged in the construction of
buildings within a radius of three hundred kilometers (by road)
from a coal or lignite based thermal power plant shall use only
fly ash based products for construction purpose
This provisions shall be applicable to all construction
agencies of Central or State or Local Government and private or
public sector. It shall be the responsibility of the agencies either
undertaking construction or approving the design or both to
ensure compliance of the provisions and to submit annual
returns to the concerned State Pollution Control Board or
Pollution Control Committee.”;

Directives from TNPCB/MOEF&CC
NNTPS
The monitoring data off AAQ, Water quality etc. shall be
compared with the oldest baseline data available to assess the
impact off the TPP and also the cumulative impacts on a
continuous basis.
Considering the location of the TPP in Cuddalore District
and the directions of Hon’ble NGT pertaining to the
cumulative impacts/carrying capacity of the area, the PP
shall comply with all the conditions stipulated/Action Plan, if
any, by SPCB for the area.

TPS-II
The Unit shall maintain the online sensor for pH,
Temperature, TSS in the treated effluent disposal line.
The unit shall replace Sludge drying beds with mechanical
filter press within six months.
Post disinfection of treated sewage shall be replaced with
UV/ozonation within six months.
All AAQ stations to be connected Care Air Centre,
TNPCB/Chennai.

The Unit also establish a continuous Air Quality Monitoring
System for the surrounding communities with health
assessment related to the data generated.
The unit may establish a protocol with nearest institution
centre for Environment, Health and safety at Annamalai
University.
University based continual research on PM2.5, PM10 shall
be shared and suitable measures shall be taken.

Points to be attended by Thermal Units
Hazardous waste category 5.2 ( oil containing cotton waste) for
incineration in boiler , analysis of waste oil was requested from Units
for getting permission from CPCB
Waste category 34.2 spent resin containing toxic chemicals analysis of
heavy metal is required.
TPS-II expansion compensatory afforestation 10,000 trees to be planted
TPS-II expansion sulphur content in EC 0.65% , to amended to 0.6 to
1.2 %
Mercury analysis from flue gas of TPS-I expn, NTPL and BTPS required
TPSI&TPS-II Expn to connect Effluent quality monitoring to
SPCB/CPCB server to obtain consent
Feasibility study for retrofitting FGD in TPS-II,TPSI expn to be taken
