Cooling Water from Thermal Power Plant
• New Thermal Power plants Commissioned after June 1, 1999
New Thermal Power plants, which will be using water from
rivers/lakes/reservoirs, shall install cooling towers irrespective of location and
capacity. Thermal power plants which will use sea water for cooling purposes,
the condition below will apply.

• New Projects in coastal areas using sea water


The thermal power plants using sea water should adopt suitable system to
reduce water temperature at the final discharge point so that the resultant rise
in the temperature of receiving water does not rise in temperature of
condenser cooling water from inlet to the outlet of condenser shall not be
more than 10 deg C. No cooling water discharge shall be permitted in
estuaries or near ecologically sensitive areas such as mangroves, coral
reefs/spawning and breeding grounds of aquatic flora and fauna.

a.PROPOSED Water consumption norms
All plants with once through cooling (OTC) shall install cooling
tower (CT) and achieve specific water consumption
max.4m3/MWh within 2 years period from the date of
notification.
All existing CT-based plants shall reduce specific eater
consumption upto maximum of 3.5 m3 /MWh within 2 years
period from the date of notification.
New plants to be installed after January 01,2017 shall meet
specific water consumption maximum of 2.5 m3/MWh and
achieve zero liquid discharge.

Industry Environment responsibility – Future
Scenario
As per the new standards, thermal power plants are expected
to cut particulate emissions by 25%,SO2 emission by 90%.Nox
emission by 70% and mercury emission by 5% compared with
the existing state of art plants. Those plants that were established
after 2003 will need to meet slightly lower standards while
plants older than 2003 will be required to meet more relaxed
norms.
For new plants - effluents norms may be introduced for heavy
metals

ENVIRONMENT STANDARDS
To operate the pollution control equipments in good
operating condition and retrofit with modern air pollution
control equipments
Maintaining the online effluent and stack monitoring
equipments for reliable reading
Good operating practices in lower specific fuel,water
consumption and emission to meet the forthcoming stringent
norms.
Adopting water conservation initiatives such as recycle,
reuse, reduce and energy conservation measures.
Comply with the Environment norms and set Bench mark to

CEC will extend its cooperation in solving unit envt issues

UTILISATION NOTIFICATION

“As per the latest notification SO 254 Jan 27-2016 the restriction to
provide 20 % of dry ESP fly ash free of cost shall not apply to those
thermal power plants which are able to utilise 100 % fly ash in the
prescribed manner.”
Every coal or lignite based thermal power plants (including captive and
or co-generating stations) shall, within three months from the date of
notification, upload on their website the details of stock of each type of ash
available with them and thereafter shall update the stock position at least
once a Month

 Every coal or lignite based thermal power plants shall install dedicated
dry ash silos having separate access roads so as to ease the delivery of fly
ash.

UTILISATION NOTIFICATION

“ The cost of transportation of ash for road construction


projects or for manufacturing of ash based products or use as
soil conditioner in agriculture activity within a radius of
hundred kilometres from a coal or lignite based thermal power
plant shall be borne by such coal or lignite based thermal power
plant and the cost of transportation beyond the radius of
hundred kilometres and up to three hundred kilometres shall be
shared equally between the user and the coal or lignite based
thermal power plant.

“ The coal or lignite based thermal power plants shall


promote, adopt and set up (financial and other associated
infrastructure) the ash based product manufacturing facilities
within their premises or in the vicinity of their premises so as to
reduce the transportation of ash.
 The coal or lignite based thermal power plants in the vicinity
of the cities shall promote, support and assist in setting up of ash
based product manufacturing units so as to meet the
requirements of bricks and other building construction materials
and also to reduce the transportation.

UTILISATION NOTIFICATION

“ To ensure that the contractor of road construction utilizes


the ash in the road, the Authority concerned for road
construction shall link the payment of contractor with the
certification of ash supply from the thermal power plants.
The coal or lignite based thermal power plants shall within a
radius of three hundred kilometres bear the entire cost of
transportation of ash to the site of road construction projects
under Pradhan Mantri Gramin SadakYojna and asset creation
programmes of the Government involving construction of
buildings, road, dams and embankments”

UTILISATION NOTIFICATION
“Every construction agency engaged in the construction of
buildings within a radius of three hundred kilometers (by road)
from a coal or lignite based thermal power plant shall use only
fly ash based products for construction purpose
This provisions shall be applicable to all construction
agencies of Central or State or Local Government and private or
public sector. It shall be the responsibility of the agencies either
undertaking construction or approving the design or both to
ensure compliance of the provisions and to submit annual
returns to the concerned State Pollution Control Board or
Pollution Control Committee.”;

UTILISATION NOTIFICATION

“Each coal or lignite based thermal power plant shall


constitute a dispute settlement committee which shall include
the General Manager of the thermal power plant and a
representative of the relevant Construction and fly ash Brick
Manufacturing Industry Association / Body, as the case may be.
Such a Committee shall ensure unhindered loading and
transport of fly ash without any undue loss of time. Any
unresolved dispute shall be dealt with by the concerned State or
Union territory Government level monitoring committee
mentioned elsewhere in this notification.

UTILISATION NOTIFICATION

“No agency, person or organization shall, within a distance of three


hundred kilometers (by road) of a thermal power plant undertake
construction or approve design for construction of roads or flyover
embankments with top soil.
“No agency, person or organisation shall within a radius of hundred
kilometers (by road) of a coal or lignite based thermal power plant
undertake or approve or allow reclamation and compaction of low-lying
areas with soil.
No person or agency shall within fifty kilometers (by road) from coal or
lignite based thermal power plants, undertake or approve without using at
least 20% of fly ash on volume to volume basis of the total materials used
for external dump of overburden and same percentage in upper benches of
back filling of opencast mines and this shall be done under the guidance of
33 the Director General of Mines Safety (DGMS) or Central Mine Planning .

Directives from TNPCB/MOEF&CC
 NNTPS
 The monitoring data off AAQ, Water quality etc. shall be
compared with the oldest baseline data available to assess the
impact off the TPP and also the cumulative impacts on a
continuous basis.
 Considering the location of the TPP in Cuddalore District
and the directions of Hon’ble NGT pertaining to the
cumulative impacts/carrying capacity of the area, the PP
shall comply with all the conditions stipulated/Action Plan, if
any, by SPCB for the area.

 TPS-II
 The Unit shall maintain the online sensor for pH,
Temperature, TSS in the treated effluent disposal line.
 The unit shall replace Sludge drying beds with mechanical
filter press within six months.
 Post disinfection of treated sewage shall be replaced with
UV/ozonation within six months.
 All AAQ stations to be connected Care Air Centre,
TNPCB/Chennai.

 The Unit also establish a continuous Air Quality Monitoring
System for the surrounding communities with health
assessment related to the data generated.
 The unit may establish a protocol with nearest institution
centre for Environment, Health and safety at Annamalai
University.
 University based continual research on PM2.5, PM10 shall
be shared and suitable measures shall be taken.

Points to be attended by Thermal Units
 Hazardous waste category 5.2 ( oil containing cotton waste) for
incineration in boiler , analysis of waste oil was requested from Units
for getting permission from CPCB
 Waste category 34.2 spent resin containing toxic chemicals analysis of
heavy metal is required.
 TPS-II expansion compensatory afforestation 10,000 trees to be planted
 TPS-II expansion sulphur content in EC 0.65% , to amended to 0.6 to
1.2 %
 Mercury analysis from flue gas of TPS-I expn, NTPL and BTPS required
 TPSI&TPS-II Expn to connect Effluent quality monitoring to
SPCB/CPCB server to obtain consent
 Feasibility study for retrofitting FGD in TPS-II,TPSI expn to be taken
