 According to Labour Investigation Committee -: “Anything done for the
intellectual, physical, moral and economic betterment of the worker,
whether by the employers, by the government or by the agencies over
and above what is laid down by law or what is normally expected on
the part of the contractual benefits for which worker my have
bargained.”
 According to N.M. Joshi, “Welfare work cover all the efforts which
employer takes for the benefit of their employees and above the
minimum standard of working conditions fixed by the Factories act and
over the provision of social legislation providing against accident, old
age, unemployment and sickness.”
 Welfare basically means wellness, health, happiness, cordial relations,
prosperity.
 It is a desirable state of existence involving the physical, mental, moral
and emotional stability.
 Labour welfare are the voluntary efforts by the management.
 Industrial/labour welfare also refers to the Statutory and voluntary efforts
made for the betterment of the labour.
 Thus, the term Labour Welfare covers not only the workers but also their
families.
Origin of the concept
ILO is the only tripartite U.N. agency which was setup in 29 october 1919
as a part of League of Nation for the promotion of Universal peace
through social justice.

Headquaters is in Geneva, Switzerland

India became original signatory member in 1919.

Mission and impact of ILO :-

Promote equality of Migrant workers in all social and
labour matters

The ILO has a tripartite governing structure representing government,


employers, and workers (with the ratio of 2:1:1)
 To collect information and data and the effectiveness of
labour welfare activities in OPTCL.
 To study the measures to be taken for the improvement of
the existing labour welfare activities.
 To study the development of labourers by providing different
facilities and benefits of organization to the labours.
 To verify, how far is the welfare activities are meet the
objectives laid down by the enterprise.
 To study how these welfare measures are motivate the
employees and workers of the organization to achieve the
goal of the organization.
 To study the efficiency and effectiveness of the welfare
activities of the organization.
 ODISHA POWER TRANSMISSION CORPORATION LIMITED
(OPTCL), one of the largest Transmission Utility of our country
was incorporated in march 2004 under the Companies Act, 1956
as a company wholly owned by the Government of Odisha to
undertake the business of transmission and wheeling of
electricity in the State.

 OPTCL became fully operational with effect from 9th June


2005 consequent upon issue of Odisha Electricity Reform
(Transfer of Transmission and Related Activities) Scheme, 2005
under the provisions of Electricity Act, 2003 and the Odisha
Reforms Act, 1995 by the State Government for transfer and
vesting of transmission related activities of GRIDCO with
OPTCL.

 The Company has been designated as the State Transmision


Utility in terms of Section 39 of the Electricity Act, 2003.
OPTCL ranks as one among the leading Transmission Utilities in India,
transmitting quality, reliable and SECURED power with minimum transmission
loss at a competitive price.

Transmission of power in large quantity with affordable price as per the


expectation of customers, Government of Odisha and OERC.
Increase transmission network need based, to meet the demand of the
state in 2025
Building Research and Development wing for adoption of new
technology.
Achieve excellence in project implementation.
Practice higher standard of corporate governance and be a financially
sound company.
For the purpose of the study on “Labour Welfare” activities in OPTCL as a
trainee the organization was allowed me to interview different workers and
executives, working in various department s of OPTCL.
For the purpose of the study I have used following methods to collect the
data from various sources:

Primary data
These are data which are collected through schedule
questionnaires. The questionnaires were divided into two forms viz;
executives and workers cover a fair sample. The responses thus received
were in coverage of the questionnaires were collected on the spot.
Secondary data
The secondary data also constitute a large portion of the report.
These are those data which were collected from different official
documents, brochures annual reports, official files, etc, the secondary data
provide much importance information regarding the manpower,
organizational structure, welfare, personnel, etc, of the organization.

Suggestion

Quick attention given for complaints is attracted about Canteen Facility is not
provided it is suggested that management should solve this problem.

The overall agreeability of management-employee relationship and amenities


to labours has found significant difference of opinion with age group of the
respondents. It is suggested that management should consider some policy
alignment and enhancement specific to age group.

Problem solving ability factor has found more contribution in superior &
subordinate dimension. This proves the relationship among superior-subordinate
is satisfactory. It is suggested that management should maintain this features.

Certain actions to be taken to enhance the level of awareness of welfare


schemes, protect from unions and legislations. Successful implementation of
these suggestions will enhance the value of service to the employees, thereby
management and employees can feel pleasant.

Among list of factors considered under management & employee relationship,


lack of consistency of command is more agreed. It is suggested to improve the
monitoring facilities.
Conclusion
Labour welfare is anything done for the comfort and
improvement of employees. Labour comprises all human
efforts of body and mind, which are exchanged for a
consideration of cash or kind or both. Welfare is a broad
concept, referring to a condition of living of an individual or
group, in a desirable and happy state of relationship with
the whole environment — ecological, economical and
social. From the study it is clear that at OPTCL most of the
question in data analysis shows the positive response from
the respondents, so we can reach at the point of view that
most of the employees working in OPTCL are satisfied with
the systems, payment, working condition, working culture
so the final outcome of thais is it exhibits employees were
more satisfied with their job and some extent aware of
labour welfare facilities offered by the organization
