Proposal New HO Parameter : Layering shift traffic

Objective

 Shifted Traffic to DCS band more due to DCS band more capacity and later on will
be more frequency and better in term of Quality, While have to HO to GSM, The signal
of GSM still good signal Strength.

 Try to keep the call on the best server

Traffic and Call drop distribution

Summary :-

 Cell type distribution => DCS : 42 % , GSM : 58%

 Traffic distribution => DCS : ~30 % , GSM : ~70%

From traffic and cell type distribution it still can move

more traffic to DCS

Cell Drop number distribution

=> DCS : ~25 % , GSM : ~75%

HO Failures Cause : BMKS7

From the HO failures majority are :-

 DCS – GSM : High Failure by cause Uplink Signal Strength.
 DCS – GSM : High Failure by cause Better Cell.

Neighbor cell criterion
Receive level >=layer HO threshold + layer HO hysteresis

Triggering

Target cell :
Layer of the Target cell is lower than the serving cell.
Receive level of the Target cell > Inter -layer cell threshold + Inter-layer cell
hysteresis.

Target cell should be ranked higher than the serving cell

Parameter HO Concept

EDGE Handover

Edge HO Criterion:
In N seconds, when there are P seconds that the DL or UL signal level is lower
than the Edge HO threshold, Then the criterion is met and Edge HO occurs.

Requirements for the Target cell:

The target cell should be ranked higher than the serving cell.
Remove the serving cell from the candidate cell list
The neighbor cells should meet the P/N (Edge HO Valid Time (s)/Edge HO
Watch Time (s) criterion.
