Gender Mainstreaming
Gender mainstreaming is an
approach to policy-making that
takes into account both women's
and men's interests and concerns.
Council of Europe defined gender mainstreaming
as:

“The (re)organization, improvement,


development and evaluation of policy processes,
so that a gender equality perspective is
incorporated in all policies at all levels and at all
stages, by the actors normally involved in policy-
making.”
It was established as a strategy in
international gender equality policy through
the Beijing Platform for Action, adopted at
the 1995 Fourth United Nations World
Conference on Women in Beijing, and
subsequently adopted as a tool to promote
gender equality at all levels.

Gender equality machineries have been able to reveal important and
new issues and to develop policies at the same time.
There is an important role for gender equality machineries and their
actors in this: constituting a think tank having the knowledge and input
in their disposal, they can give the necessary backup.
Gender machineries are direct and specific.
Gender mainstreaming builds up on the knowledge and lessons learnt
from former experiences with equality policies.
• What is Gender Equality?

• Gender equality is achieved when women and men enjoy the


same rights and opportunities across all sectors of society,
including economic participation and decision-making, and when
the different behaviours, aspirations and needs of women and
men are equally valued and favoured.
