HRMO, SGOD-HRD and DIO prepare
the Notice of Vacancies from the
CSC Registry and the
accompanying Division
memorandum
HRMO, SGOD-HRD and DIO ensure
posting of the Division memorandum
and the Notice of Vacancies on: 1) the
Division Information Board; 2) School
Information Boards; 3) Division Website
/ Facebook Page and disseminate the
Division memorandum promptly and
extensively.
Within fifteen (15) working days, the
School Screening Committees update
the School Lists of Qualified Applicants
and submit them to the Division Office

What is to be done after September 18, 2017?
Answer:
On Sept. 19, 2017, the School List of Qualified
Applicants (SLQA) shall be printed out and
signed by the School Screening Committee
(Hard Copy).
The Excel or Word file of the School List of
Qualified Applicants (SLQA) shall be copied
in a USB with the filename of the School ID
(soft copy).
What is to be done after September 18, 2017?
Answer:
On that same day, the hard copy and the soft
copy of the School List of Qualified Applicants
shall be brought to the District Office.
The District Supervisor shall place the hard
copies from all schools in one folder and label
it properly. The District ICT Coordinator shall
also burn the soft copies on a CD or DVD with
the name of the district printed on it.
When is the deadline for submission to the DO and
how are the files submitted?
Answer:
The deadline for submission is September 20 at
12:00 noon. The hard copies in one folder shall
be submitted to the HRMO thru the Receiving
Section. The soft copies in one CD / DVD shall
be submitted to the SGOD – HRD c/o Hilda
Fernandez, EPS II.
Where shall the applicants’ documents be
submitted?
Answer:
The applicants’ documents in folders (except
for Master Teacher positions) shall be left in
school and under the custody of the school
heads. The school heads shall wait for Division
notice as to when and where to submit the said
documents during the interview of the
applicants by the PSB / DSC by IAD.
Why shall applicants’ documents be left in the
custody of the school head?
Answer:

It is not explicitly stated in the DepEd Orders,


but it can help avoid the loss of applicants’
documents which were happening repeatedly
in the past.
Where shall applicants’ documents for Master
Teacher and Principal positions be submitted?
Answer:
The applicants’ documents in folder for Master
Teacher position shall be forwarded to the
Division Selection Committee for Master
Teacher and documents for Principal positions
shall be submitted directly to the HRMO
through the Division Receiving Section,
respectively.
What will happen to the application for Master
Teacher and Principal positions?
Answer:

The Division Screening Committee for MT


positions shall prepare the List of Qualified
Applicants (LQA) for MTs and, like the School
Screening Committees, submit the hard copy
to the HRMO and the soft copy to the SGOD-
HRD. The HRMO shall be responsible for the
LQA of Principal applicants.
After fifteen (15) working days from
posting of Notice of Vacancies, the
HRMO and the selected SGOD
personnel prepare the Selection Line
Up and post it for fifteen (15) calendar
days in the identified Division
conspicuous places.
What is Selection Line Up?

Answer:

It is the term used in DepEd Order 66, s. 2007 for


the SHORTLIST. It is a matrix containing the
names and the individual qualifications of the
applicants who shall proceed to interview.
How is the Selection Line Up prepared?
Answer:
Using the hard copy of the List of Qualified
Applicants, the HRMO does initial evaluation of
the qualifications of each applicant and
reports to the SGOD-HRD those applicants that
fail to comply with the standards. SGOD – HRD
removes the names and qualifications of the
applicants from the SLQA soft copy and
prepare the Selection Line Up.
What is to be done with the prepared Selection Line
Up?
Answer:

Together with a Division memo, the Selection


Line Up will be posted on the identified
conspicuous places for 15 calendar days by
the HRMO and identified SGOD personnel. The
posting of Selection Line Up for the posted
vacancies shall start from September 28, 2017.
HRMO with SGOD-HRD gives a copy of
the Selection Line Up to the Division
Personnel Selection Board (PSB)
What is the use of the Selection Line Up to the DPSB?

Answer:

The Selection Line UP contains the names of the


applicants who shall proceed to the interview
before the Division Personnel Selection Board
(DPSB). It is otherwise known as SHORTLIST OF
APPLICANTS. It serves as basis for the DPSB in
the conduct of interview.
Division PSB assesses the candidates
and prepares the Rank List of Qualified
Applicants (RQA) / Rank List of
Candidates for Promotion (RCP)
How does the DPSB / DSC assess the candidates
and prepare the Rank List?
Answer:

The Division PSB / DSC will validate the


qualifications stated in the Selection Line Up by
referring to the pertinent documents and
conducting interview and other means of
assessment.
When does the DPSB / DSC conduct the assessment
for the posted vacancies?
Answer:

Based on the Division Memo 207, s. 2017, the


interview schedules are the following:
1. IAD I – October 9 at Malitbog CES
2. IAD II – October 10 at Sogod CES
3. IAD III – October 12 at Liloan CES
4. IAD IV – October 11 at San Juan CES
What will the school heads do with the pertinent
documents which are now needed by the DPSB /
DSC in their evaluation and assessment of
applicants?
Answer:
The school heads shall submit the pertinent
documents with proper documentation to the
PSDS / DIC of the host district and retrieve them
after the validation of DPSB / DSC. Applicants’
documents shall remain in the school until the
school heads are told to return them.
DIO with SGOD Team conducts
Confirmation of Points
When and where will the Confirmation of Points be
done?
Answer:

As soon as the DPSB / DSC are able to tabulate


their evaluation results, the DIO with the SGOD
personnel will hold a meeting with the
applicants by IAD on specific dates which will
be disseminated through a Division
memorandum.
What will happen if the applicants fail to confirm the
points in each criterion in the Evaluation System?
Answer:

After three (3) working days from the


Confirmation of Points, all points which are not
confirmed by the applicants will be deemed
confirmed and considered official points
received by them.
HRMO, SGOD-HRD and DIO post the
Rank List of Qualified Applicants / Rank
List of Candidates for Promotion on the
identified three (3) conspicuous places
When and where can the results of the Evaluation
be posted?
Answer:
When:
5th working day from the Confirmation

The Superintendent selects from the
candidates and issues appointment.
How does the Appointing Officer select from the
candidates for appointment?
Answer:
1. The Appointing Officer will be given List of
Recommendees by the DPSB / DSC.
2. The Appointing Officer has the option to
assess further the candidates;
3. The Appointing Officer is given by DepEd
the discretionary power to choose from among
the top five (5) candidates.
How does the DPSB / DSC prepare the List of
Recommendees?
Answer:
The DPSB / DSC follows the following
procedures:
1. Obtain the list of teacher stocks and needs;
2. Identify the school where the vacancy /
need exists;
3. Find the candidates who is a resident of the
place; if none, refer to candidates’ ranks
The HRMO and the selected SGOD
personnel prepare a memorandum,
attach the appointment, and post them
on identified the conspicuous places
When will the said Division memorandum be
available?
Answer:
As soon as the approved appointments are
received by the HRMO from the CSC Field
Office, the Division memorandum shall be
prepared and the appointments shall be
reproduced for posting at least in the three (3)
identified conspicuous places.
Where shall the said Division memorandum and
appointments be posted?

Answer:

These documents shall be posted at least in the


three (3) identified conspicuous places:
