Enhancing the social fabric requires promoting cultural
awareness, identifying and inculcating values for the
common good, cultivating creativity, and promoting
culture-sensitivity in governance and development
efforts. In the first year, limited strategies were
employed, mostly focusing on consolidation and
systematization of efforts or “putting the pieces in place”
in preparation for bigger and broader reforms and
actions. These primordial strategies of the culture sector
include institution-building; systematic documentation
and monitoring of ongoing programs; and identifying and
addressing data gaps.
