The Structural Framework of
Public Education
 Free and Public Education System in the United
States is unique and considered a safeguard of
freedom.
 The educational programs of the school would be
ineffective without the support of the government,
the family and the church.
 The rapid technological advancement has brought
about several changes within the educational
community.

Responsibilities of Federal and
State Government
 Carrying out educational goals is the responsibility of
each individual state.
 The Federal Government is however, extensively
involved in education.
 No Child Left Behind Act
 The authority of the states to create and govern
public schools is embodied in the state constitutions.
 The administrative arm of most state legislatures is a
State Dept. of Education.

Education
 Democratically elected officials formulate
policies for governance and administration of
the schools.
 While education is a state function and the
state has some regulatory authority, the local
districts remain in control of the schools
themselves.

 School boards should adopt policy cautiously
and in some cases, with the council of an
attorney.
 School board policies should not be confused
with administrative rules and regulations.
