Education is considered a powerful tool for development and the strongest instrument for reducing poverty as well as improving health, gender equality, peace and stability in a country. In other words, education is considered a key to success. Despite the annual increase in the budget for basic education, fewer children are enrolling in schools. The reason: poverty. POVERTY Not having enough money to meet our own basic needs. Due to health problems related to malnutriation Financial deficit of developing countries. Education is for many an escape route away from poverty. In the Philippines, however, where a quarter of the population lives below the poverty line, that clearly isn’t the case. It is a route that millions find blocked. POVERTY TO BLAME POVERTY TO BLAME • FORDECADES, THE PHILIPPINES COULD BOAST OF BEING ONE OF THE MOST HIGHLY EDUCATED DEVELOPING COUNTRIES. • ITS ENROLLMENT RATES AT ALL LEVELS OF EDUCATION WERE HIGHER THAN THOSE OF OTHER COUNTRIES WITH COMPARABLE, OR EVEN HIGHER, INCOME LEVELS. • BUTNO LONGER. ANY EDGE THAT THE PHILIPPINES MIGHT HAVE HAD IN ITS HUMAN CAPITAL HAS ERODED AS MORE DEVELOPING COUNTRIES – WITH SRI LANKA, THAILAND AND SOUTH KOREA, USED TO BE THE TOP EDUCATION PERFORMERS IN ASIA. • TODAY, THE COUNTRY IS AMONG THE LOWEST PERFORMERS IN ASIA AND THE REST OF THE DEVELOPING WORLD. POVERTY CRASHES EDUCATION EMPLOYMENT AND POVERTY IN THE PHILIPPINES • THE STUDY SUGGESTED THAT THE PROBLEM OF POVERTY GOES BEYOND THE LACK OF INCOME OR ASSETS IN URBAN POOR FAMILIES. THE LACK OF JOB OPPORTUNITIES AND OTHER ECONOMIC PROBLEMS ARE INTERTWINED WITH ISSUES SUCH AS THE LACK OF SKILL AND THE INABILITY TO CONTROL FERTILITY. DISPARITY IN EDUCATIONAL QUALITY • KNOWING THE EXTENT AND NATURE OF EDUCATION INEQUALITY IN THE PHILIPPINES AND HOW IT HAS FARED OVER TIME IS OF GREAT INTEREST BECAUSE AN UNEQUAL DISTRIBUTION OF EDUCATION OPPORTUNITIES REPRESENTS LARGE WELFARE LOSSES FOR SOCIETY. • IF ONLY CERTAIN GROUPS OF PEOPLE HAVE ACCESS TO EDUCATION, THOSE WHO ARE UNABLE TO IMPROVE THEIR PRODUCTIVITY AND SKILLS WILL BE UNFIT FOR BETTER-PAYING JOBS AND WILL BE MORE LIKELY TO BE ECONOMICALLY DISADVANTAGED. THUS, AREAS WHERE MOST PEOPLE HAVE LOW EDUCATIONAL ATTAINMENT ARE LIKELY TO BE MORE ECONOMICALLY DISTRESSED. THE EDUCATION SYSTEM IS FAR FROM PERFECT A MORE CRITICAL EYE NEEDS TO BE CAST ON THE FILIPINO EDUCATION SYSTEM. AT ITS BEST, IT WORKS VERY WELL; AT ITS WORST, IT FAILS THOSE WHO NEED IT MOST. • MORE RESOURCES ARE DESPERATELY NEEDED. THEY NEED TO BE CHANNELLED INTO THE POOREST AREAS. LOW EDUCATION AND SKILL LEVELS OF THE POOR ALREADY HINDER THE PHILIPPINES’ ECONOMIC GROWTH CAPACITY. CORRUPTION MEANS THE STATUS QUO IS MAINTAINED. AS THE POPULATION CONTINUES TO GROW, AND GOVERNMENT SPENDING ON EDUCATION CONTINUALLY FALLS SHORT, THE RICH WILL GET RICHER AND THE POOR WILL GET POORER. INEVITABLY, LITERACY RATES AND OTHER MEASURES OF EDUCATION STANDARDS WILL FALL AS MORE PEOPLE ARE SUCKED INTO POVERTY.
