• The foundation stone of the refinery was laid by Mrs Sonia


Gandhi on 18th September 2013.
• The construction work commenced on January 16,2018 .
• It was inaugurated by our prime minister, Shri. Narendra Modi.
• It is to be dedicated to the nation’s freedom fighters on India’s
75th Independence day(2022).
• It is being developed as a Joint Venture between Hindustan
Petroleum Corporation Limited (HPCL) and Government of
Rajasthan (GOR) with an equity participation of 74% and 26%
respectively.
• The state of the art refinery is the first of its kind in the country. It
is also the single biggest investment at one place in the
country so far.
• The project is expected to change the growth
landscape of Rajasthan, especially in the western part of
the state.
• The project is a Joint Venture of HPCL and Government
of Rajasthan worth over Rs. 43,000 crore.
• It is expected to give major boost to state’s economy
This refinery will have a total processing capacity of nine
million metric tonnes per annum (Mmtpa).
• 5000 crores have been released in the first phase.
• The refinery and petrochemical complex is being built on
4,813 acres of land approximately 5km away from
Pachpadra village in Rajasthan’s Barmer district.
CONSTRUCTION IN PROGRESS
• The plant consists of 29 process units with various
additional units for different purposes.
• These facilities are used in petroleum refineries or oil
refineries to transform crude oil into useful products such
as liquefied petroleum gas (LPG), gasoline or petrol,
kerosene, jet fuel, diesel oil and fuel oils.

• Crude Distillation Unit is usually the first processing
equipment through which crude oil is fed. Crude oil
is distilled into various products, like naphtha,
kerosene, and diesel, that then serve as feed stocks
for all other processing units at the refinery.
• Vacuum distillation unit aids in producing
petroleum products from the heavier oils left from
the crude distillation unit.
• Hydro-treater is a process equipment used to
remove sulphur and nitrogen compounds from
natural gas and other refined petroleum products
like diesel, gasoline, and jet fuel.
• Dual feed cracker unit consists of pyrolysis unit,
hydrogenation unit and various extraction units.
• Delayed coker unit: The process in it consists of
heating the residual oil feed to its thermal cracking
temperature. Long chain heavy carbon and
hydrogen molecules of the residual oil are cracked
into coker gas oil and pet coke.
• Petro-fluidised catalytic cracking unit is used to
convert the high-boiling, high-molecular weight
hydrocarbon fractions of petroleum crude oils into
more valuable gasoline, olefinic gases, and other
products.
Products and their usage

• BS-VI fuel petrol and diesel, as well as petrochemical by-


products such as polypropylene and polyethylene.
• The cleaner BS VI fuel will help in bringing down the
pollution emitted from the vehicles.
• Many of us live in areas where air pollution levels are
more than twice the stipulated standard.
• Air quality is measured based on the number of small
particles in every cubic metre of air capable of entering
the bloodstream through the lungs.
• Bharat stage emission standards (BSES) are emission
standards instituted by the Government of India to
regulate the output of air pollutants from internal
combustion engines and Spark-ignition
engines equipment, including motor vehicles.
• The BS VI grade petrol will not have much effect on the
reduction of the pollution.
• The BS VI grade diesel uses 10 PPM sulphur, which is
much lower than the 50 PPM sulphur that is used in the
“Low Sulphur Diesel”. The regular diesel which is
available in India has 500 PPM of sulphur.
• Sulphur in the fuel contributes to fine particulate matter
emissions. High sulphur content in the fuel also leads to
corrosion and wear of the automobile engine. Levels of
certain harmful hydrocarbons in the emissions that are
produced due to incomplete combustion of fuel will also
be reduced.

• The facility is to be powered by an on-site power plant
consisting of four gas turbine generators of 33MW each
and five 26MW steam turbine generators.
• The refinery will also include facilities for the storage of
crude oil, intermediate products and finished products.
