CLARIFICATIONS TO THE CHEMICAL CONTROL ORDER (CCO)
FOR POLYCHLORINATED BIPHENYLS (PCBs)

• Inventory of PCB Owners and PCBs – PCB owners shall register in the
online database and including result of testing andSQI
screening of equipments
(PCB and non-PCB). Guidelines to conduct the inventory was outlined in
the MC.

• Use and Phase-out of the Remaining – No PCB, PCB-contaminated or non


PCB equipment shall be used. PCB waste that were not disposed after
March 19, 2014 shall be subject to phase out and proper disposal the
earliest time possible.

• Handling, Storage and Transport. The EMB will prepare a technical


guidance document on the storage, handling and transport of PCBs. This
guidance document will serve the reference document of PCB owners.

• PCB Management Plan. Owners are required to submit a PCB
Management Plan which includes the following information:

 Decommissioning and Disposal plan


 Health and Safety Plan
 Emergency Preparedness and Response Plan
 Storage facility closure plan

• Environmentally Sound Treatment and Disposal. PCBs will be shall be


treated and disposed consistent with the different environmental laws.

Specifications of Symbols

1. The minimum size of the symbol is 25 cm x 25cm for


vessels, containers, and tanks and 30cm x 30cm for
conveyances carrying vessels, containers, and tanks.

2. Basic shape of the symbols is a square rotated 45 degrees


to form a diamond.

3. At each of the four sides, a parallel line shall be drawn to


form an inner diamond 95 % of the outer diamond.

4. The color should follow the colors specified in the figures.

4. Analysis of waste;
5. Copy of PCO accreditation;
6. Copy of ECC, PO, and discharge permit;
