Safety Policy of SCCL

(Copy of Minute No.13 of the Board of Directors Meeting held on


21st January, 1983 at Hyderabad regarding Safety Policy)

Board noted the recommendations of the Fifth Conference on


Safety in Mines and approved implementation of the Safety
Policy with the following objectives

 To continuously review all existing Safety practices and to


improve and update them as and when the changed
circumstances demand.
 To ensure that every one in the Organization is aware of the
safe working Methods and follow them in day-to-day work.
 To develop the skills of employees as a skilled worker can only
be a safe worker
 To constantly evaluate the personal protective equipments
available, in the market and supply them to our employees
and train them in their proper use
 To reduce the accident rates to the barest minimum and to
achieve zero accident potential being the ultimate aim.
 Developing safety activities / practices and continuously
reviewing, improving and updating them as and when the
changed circumstances demand
 Ensuring that everyone in the organization is aware of the
safe working methods and follow them in day-to-day work
 Developing the skills of employees as a skilled worker can
only be a safe worker
 Evaluating the personnel protective equipment available in
the market and supply them to our employees and train
them in their proper usage
 Conducting safety audit of each mine with a view
to know the inherent dangers of the mines and to
suggest remedial measures.
 Investigation of accidents, identification of the
causes of accidents, suggestions on prevention of
similar ones in future and follow up on the
suggestions.
 Control to reduce the accident rates to the barest
minimum and to achieve Zero accident being the
ultimate aim.
For the health and prevention of fatigue, stress is to be
laid on
the following points.

a) Pre-entry and periodical medical examination for


all workers.
b) Proper accommodation to be provided to all
workers including freshly recruited workers and staff.
c) Survey of Mine Dust evolution and Dust Control
Techniques.
d) Cool and wholesome drinking water to be
provided to all parts of the mine where persons
work or travel.
e) Man-riding arrangements to be provided.
f) Overtime work to be reduced to minimum.
g) Working environment to be improved.
h) Air and Water pollution to be minimised.
 Evolving a suitable mechanism for
effectively monitoring Safety Policy.
 Continuously reviewing and updating the
Safety Policy.
 Establishing a system of periodic mine
inspections for assessment of safety status.
 Conducting independent enquiries into
mine accidents and dangerous
occurrences.
 Arranging Tripartite Safety Review Meetings twice in a
year with the Management, the Directorate of Mines
Safety and the Unions.
 Organizing Safety Week, First-aid and Rescue
Competitions at Company level.
 Attending at Standing Committee Meetings, National
Dust Prevention Committee Meetings, Expert
Committee Meetings etc., at the National level.
 Circulation of DGMS circulars to all the mines and
departments.
 Preparation of video-cassettes / CDs on various safety
activities
 Assisting formulation of Risk Management Plans to the
Mines and follow up for implementation of the Plans
 Follow up action on the drawbacks / irregularities
pointed out during Safety Audit of the mines
 Follow up for procurement and supply of safety
material to mines
 Coordinating the DGMS officials regarding safety
matters
 Forwarding report to the Ministry and other
Govt. bodies after duly approved by the
C&MD and other Directors
 Circulating the follow up action and
preparation of compliance reports in respect
of the following
› Recommendations of Safety Conferences.
› Recommendations of Standing Committee
on Safety in Coal Mines
› Tripartite
Safety Review Meetings at
Company level.
 Inspection of mines and apprising the General
Managers and advising the Manger to take the
remedial action.
 Enquire into all fatal / serious accidents and other
dangerous occurrences.
 Going through all the violations pointed out by DGMS
and to coordinate with the Mines for their
rectification.
 Assessing the requirement of Safety Material needed
to the mines and to coordinate for procurement.
 Conducting surprise checks to the mines with Area
Safety Audit teams and to pinpoint deficiencies,
lacunae, if any, observed.
 Supervise the function of Safety Committees so as to
make it more purposeful
 Making liaison between Colliery Safety Organization and
ISO headquarters regarding Safety matters of the Mines
in the Area
 Accompanying the DGMS during their inspections into
the mines
 Conducting Safety Audit of each mine and follow up
action for rectifying the deficiencies
 Ensuring that the work persons are trained and re-trained
on the job
 Conducting special training classes for Supervisors to
develop their skills
 Arranging Cultural programmes like Burrakathas, Street-
plays on Safety and health matters in the mines and
colonies.
 Distributing safety pamphlets to the workers to inculcate
safety among them
 Monitoring of roof bolting activities in mines
 Issuing Safety Clearance certificates after inspection of new
districts, new machinery etc., at the mines.
 Follow up action for provision of man-riding system at the
mines where long and arduous travel exists.
 Action for conducting noise survey, dust survey,
illumination survey at the mines.
 Environmental monitoring.
 Organizing safety quiz competitions at the mines.
 Laying special emphasis on accident-prone mines in
order to improve safety.
1. Fall of Persons
– Rope ladders/masonary steps are to be provided along
district/main travelling roadways
– Lighting is to be provided at main junctions and travelling
roadways
– Proper drains are to be provided along traveling roadways
– House keeping
– Educating and propaganda among workmen for careful walking.
2. Fall of objects
– Ensuring proper care while handling tools/ materials by workmen
– Counseling the employees not to lift coal & not to overload the
baskets
– Strict compliance of SOP for every activity to be carried out
3. Roof Falls
– The supervisor engaged at the place should carry out proper inspections
of the roof of the working place for arranging the dressing and supporting
of the bad roof areas.
– In addition to the roof bolting the geologically disturbed roof strata is to be
supported with conventional supports.
– The span of the gallery should be maintained as minimum as possible for
stability of roof.
– The roof bolts erected long back are to be tested under the direct
supervision of panel Incharge and the results of test should be recorded.
– Pillar spiltting limited to as minimum as possible.
– No of voids shall not be allowed more than the DGMS permission of the
panel.
– In the event of disturbances and sounds noticed in the goaf, the
operations engaged are to be suspended and the area near the goaf
where work is to be carried out to be observed and monitored
continuously. The supervisor engaged shall inspect the work place and
arrange for testing and supporting the work place after confirming that
the goaf is settled down.
4. Rope Haulage
– All the haulage safety devices including thruster brake in new haulers
are being provided and their functioning is being ensured.
– Surprise inspections by General shift officers to discourage set riding.
– Maintenance of traveling roadway in intake airway and as short as
possible.
– Avoiding manual guiding of tubs at curves.
– For coupling and detaching of tubs, long handle hooks and wooden
buffers are to be used.
– Use of Smallman clips is to be avoided.
– Track line maintenance is to be improved to prevent frequent
de-railments.
– Regular inspection has to be carried out to rectify any defects and
lapses.
5. OC workings
– Identifying the habitual drunk and disorderly persons.
– Strictly prohibiting the use of cell phones.
– Ensuring the use of radium jackets by employees.
– Preventing the ground mounted persons.
– Engaging trained, authorized and experienced persons.
– Maintaining divider berms, side berms to prevent head on
collisions and falling of vehicles into lower benches
respectively.
– Arranging proper lighting in the quarry ,haul roads and dump
yards.
6. General
– Ensuring the effective participation of members of Pit Safety
Committee.
– Engaging trained, authorized and experienced persons.
– Framing and implementation of Safe Operating Procedures (SOPs) for
every activity.
– Briefing of job safety at the commencement of work.
– Administering / Taking safety pledge at the beginning of the shift.
– Safety talks at the work places.
– Identifying the risks at the work place.
– Inviting suggestions from the employees on the work they carry out.
 Sectionalisation of unused extensive
workings
 Maintenance of seals/ Isolation of stoppings
& monitoring of atmosphere conditions
behind the Sealed-Off Areas
 Blanketing of subsidence area
 De-watering of water-logged areas with
inter seam bore holes/ pumping.
 Arranging code of practices on different activities
to improve the safety standards
 Maintaining all statutory plans as per schedule
and statute include joint survey
 Replacing wooden supports with steel supports in
a phased manner in a De-pillaring mines
 Procurement of safety equipments
such as: NCB113A, Dust samplers, Methanometers, CO
detectors, & self rescuers
 Procurement of Roof bolter machines
(Compressed air / hydraulically) operated
 Risk assessment & implementing RMP in all mines.
 Conducting safety awareness programmes to
supervisory staff and executives.
 Conducting training to all contract labour
 Conducting Bipartite, Tripartite meetings
 Digitalization of mine plans.
 Arranging seminars/ workshops on sand
stowing, Ventilation & Strata
Management
