WHAT IS AGRICULTURAL
DEVELOPMENT?
 means providing assistance to the crop
producers with the help of various agricultural
resources.
 It includes several national as well as local
agricultural programs for bringing about
agriculture development.
 Agriculture development also includes
utilization of forage crops right through the
growth season, quality production and flow of
cash.
PHILIPPINE RURAL
DEVELOPMENT PROJECT (PRDP)

 six-year (6) project designed to establish the


government platform for a modern, climate-
smart and market-oriented agri-fishery sector.
 PRDP will partner with the LGUs and the private
sector in providing key infrastructure, facilities,
technology, and information that will raise
incomes, productivity, and competitiveness in the
countryside.
 The Project is jointly funded by the World Bank,
the National Government and the participating
LGUs.
DEVELOPMENT OBJECTIVES:

 At least five percent (5%) increase in annual real farm


incomes of PRDP in household beneficiaries
 30% increase in income for targeted beneficiaries of
enterprise development
 Seven percent (7%) increase in value of annual marketed
output
 Twenty percent (20%) increase in number of farmers and
fishers with improved access to DA services
MAJOR COMPONENTS:

 Infrastructure Development – this component


aims to improve the links from production
areas to markets to enhance the efficiency of
transporting agricultural products. It also aims
for higher productivity as a result of increased
cropping intensity and yields, food security
and improved health from readily available
potable water and lower post harvest losses
resulting in higher volume of outputs and
more efficient support facilities.
MAJOR COMPONENTS:

 Enterprise Development – this component


aims to engage broad sections of the
sector in the production of marketable
surplus through investments in strategic
segments of priority commodity value
chains and strengthening collaboration
between DA and the Local Government
Units. It shall strengthen and develop
viable agri-fishery based enterprises
through efficient value chain of key
regional agri-fishery product.
MAJOR COMPONENTS:

 Local Planning – this component aims


to enhance the Agricultural and
Fisheries Modernization Plan through
science-based tools and to harmonize
regional and provincial Agriculture and
Fisheries Modernization Plan through
the formulation of the Provincial
Commodity Investment Plan using value
chain approach.
MAJOR COMPONENTS:

 ProjectSupport – this component


aims to provide efficient and
effective project management
and implementation, establish a
standard on services and
technical assistance and effective
mode of engagement with LGUs.
FARM TO
MARKET ROAD
PROJECT
WHAT IS FARM TO MARKET
ROAD?
 Republic Act 8435 or the Agriculture and
Fisheries Modernization Act of 1997 defines
FMRs as "roads linking the agriculture and
fisheries production sites, coastal landing
points, and post-harvest facilities to the
market and arterial roads and highways."
ADVANTAGES:

 FMRs improve the mobility of goods, services,


and the general public;
 serve as links for better access to basic social
services such as health centers, schools, and
areas for employment;
 facilitate and cheapen transport of agricultural
produce from those areas to make food more
available in the market at prices consumers and
farmers

IMPORTANCE OF POST HARVEST
FACILITIES

 The most important goals of post-harvest facilities are


keeping the product cool, to avoid moisture loss and slow
down undesirable chemical changes, and avoiding physical
damage such as bruising, to delay spoilage. Sanitation is
also an important factor, to reduce the possibility
of pathogens that could be carried by fresh produce, for
example, as residue from contaminated washing water.
 The Philippine Center for Postharvest Development
and Mechanization (PHilMech) formally Rice
Mechanization Component, under the Rice
Competitiveness Enhancement Fund (RCEF), to
improve rice production in the country.
 Equipment such as tillers, tractors, seeders,
threshers, rice planters, harvesters, and irrigation
pumps will be given as a grant-in-kind primarily for
eligible farmers, rice farm associations, and
registered rice cooperatives.
 Of the PHP10 billion Rice Competitiveness
Enhancement Fund (RCEF), some PHP5 billion will be
allocated for mechanization of rice farms, PHP3
billion for provision of high-yielding in bred rice
seeds, PHP1 billion for credit support, and PHP1
billion for extension support and education of rice
farmers.
ABACA STRIPPING MACHINE

 modern and efficient way of extracting


abaca fiber that provides farmers comfort
in operation and gives them the quality
produced of abaca fibers. Mobility using a
carabao or any motorized vehicle allows
the machine to be brought to and extract
the fiber near or right at the plantation,
thus reducing labor cost beneficial to the
farmers.
 total worth of ₱1.7 million given to some
barangays in CARAGA Region
Who are the target beneficiaries of
the Project?

 support smallholder farmers and fishers;


 small-scale agricultural, livestock and fishery
producers, processors and traders who are
identified in the provincial or regional priority
commodity value chains;
 producers, traders and rural population in
general;
 women in enterprise development and the
business aspects of farming, postharvest
handling and processing, which are typically
managed by women.
