Districts cover : The project covers six district namely Lower
Subansiri, Kamle, Upper Subansiri, Lepa Rada ,
West Siang & Siang
Bridge : Major Bridge: 9 nos.
Minor Bridge: 33 nos.

Culvert : Reconstruction: 1528 nos.


New Construction: 311 nos.
NHs IN ARUNACHAL PRADESH
• 13 nos. National Highways aggregate length of 2537 km passes
through Arunachal Pradesh. The present proposal is part of NH 229
(new 13). NH 229 is popularly known as Trans Arunachal Highways.
It originates at Tawang in Arunachal Pradesh, passes through
Dirang, Bomdila, Nechepu, Seppa, Hoj, Potin, Pangin, Pasighat,
Meka, Alubari, Namsai, Bardumsa Jairampur, Manmao, Changlang,
Khonsa, Longdin, Kanubari & ends at Bogibeel Rail Cum Road
Bridge in Assam. The entire stretch of Trans Arunachal Highways is
being developed to two lane under SARDP-NE

BACKGROUND
MoRTH has earlier awarded the project for construction of 2
lane road from Potin to Pangin, via Yachuli, Ziro, Daporizo, Aalong on
DBFOT (Annuity) Mode to M/s Potin - Pangin Highway Private Limited.
Concession Agreement was signed on 14.08.2012 & appointed date
was declared as 08.07.2014.
The project was initially delayed due historic delay in hand over the
land to concessionaire by the State Government. Even after handing
over the land, the Concessionaire did not take up the construction of
Project Highway & maintenance of existing road and failed to achieve
the targets given to them. Even after long persuasion through series of
meeting and letters, the concessionaire did not take up the work.
Finally the contract has been terminated on 15/11/2018.
Present proposal

 The project road starts at Potin in Lower Subansiri district and ends
at Pangin (Siang District).
 Existing road is mostly Single/Intermediate lane having 3.5 - 5.5m
carriageway .
 The entire Project Road mostly falls in hilly terrain and the existing
alignment generally follows the natural contours of the hills.
 There are nos. of sub-standard curves along the existing alignment
having radius lesser than 30 m.
 Existing RoW: 14-90 m.
PRE-CONSTRUCTION ACTIVITIES

Chief Secretary, Government of Arunachal Pradesh vide letter dated


26/12/2018 informed that 100 % encumbrance free land corridor (ROW)
for construction of 2 lane Potin-Pangin road is available. Further
Commissioner PWD, Itanagar, Arunachal Pradesh dated 26/12/2018
informed that Utility Shifting completed & Forest & Environmental
Clearance has been obtained.
PLAN & PROFILE

Alignment: Improvement has been proposed with in available RoW.


In most of the section it follow existing alignment except in bypass
location.
Horizontal curve: Horizontal curve in hill section has been
designed with minimum speed of 30 kph, however in hairpin bends
design speed of 20 kph has been adopted in accordance to in
accordance IRC:73-1980.
Longitudinal gradient: Maximum 6-7 % longitudinal gradient
has been adopted in the project stretch as per IRC:73-1980.
Pavement Design
 Traffic: Average traffic in the project zone varies from 60-190 CVD.
However pavement has been designed with following criteria in
accordance to IRC:SP:73-2018:
– Design life : 15 years
– Design CBR : 8%
– Design traffic : 20 MSA
