 An act to strengthen the regulation


and supervision of the practice of
teaching in the Philippines and
prescribing Licensure Examination for
Teachers (LET) and for other
purposes.
 RA 7836 creates the “Board for Professional
Teachers” under the general supervision and
administrative control of Professional
Regulation Commission (PRC)
 The first Board for Professional Teachers was
constituted on September 19, 1995 with the
appointment of Dr. Nilo L. Rosas as Chairman,
Dr. Aurelio O. Elevazo as Vice-Chairman and
Dr. Lucila F. Tibigar, Dr. Fe A. Hidalgo and Dr.
Martha A. Mogol as members.
 Teaching has become a profession like
others such as medicine, law, nursing, and
the like which prescribe a licensure
examination, oath-taking for licensing,
membership in professional associations,
inclusion in the roster of professionals at
the PRC, and continuing professional
education.
 The first Licensure Examination for Teachers was
held two years later. On August 1996, a total of
97,560 examinees took the first LET administered
by both the Board for Professional Teachers (BPT)
and Professional Regulation Commission (PRC)

SECTION 15. Qualification Requirements of
Applicants.
(a) A citizen of the Philippines or an alien whose country
has reciprocity with the Philippines in the practice of the
teaching profession;
(b) At least eighteen (18) years of age;
(c) In good health and of good reputation with high moral
values;
(d) Has not been convicted by final judgment by a court for
an offense involving moral turpitude;
(e) A graduate of a school, college or university
recognized by the government and possesses the
minimum educational qualifications
 Aspiring teachers must now get a license first
before being able to teach in public schools.
Although the law requires a teacher to have a
license, some private schools still accept fresh
graduates who have yet to take the Licensure
Exam.
 Non-LET passers under Section 26 shall be

eligible as para-teachers.
 Since the implementation of the law, there
has been a significant change in the
method of teaching in the Philippines.

 The emphasis on continuing professional


education (CPE), or taking the masteral
and doctorate degrees, has now been
more pursued by teachers.
