Triggers
The factors triggering inter-frequency hard handover include radio quality, load,
and UE speed.
Radio quality: the quality of the frequency where UE is currently located
becoming worse and UE handovers to another frequency based on measurement
results. The measurement categories,
PCPICH(RSCP/EcNo) quality of cell in current serving carrier frequency.
Uplink Block Error Rate (BLER) of the Dedicated Channel (DCH).
Uplink transmit power of DCH.
Downlink transmit power of DCH.
Load: the cell load of used frequency is too heavy, the system handovers some
UEs of this cell to an adjacent cell on another frequency
