Problem Description 2:

Here the setting for MSRXMIN was set at -95 dBm , so no handover attempt will happen if
the neighbor cell level is below -95.

As the environment is underground metro rail & no outside signal will serve in the tunnel &
the handover should happen with other metro cell which is serving the tunnel through
leaky cable. Because of MSRXMIN setting was too high to make a HO and leading to a drop
because of poor strength as shown below.
