 Background
The Siargao Climate Field School for Farmers and Fisherfolks (SCFSFF)
is a one-stop climate adaptation initiative provided by the Local
Government Unit of Del Carmen (LGU – Del Carmen in partnership with
the Surigao State College of Technology (SSCT) and other key agencies
and sectors to bring the government and Non-Governmental
Organizations’ (NGOs) initiatives directly to the farmers and fisherfolks
creating a climate-smart and resilient agri-fisheries community.

The DENR through the Environmental Management Bureau (EMB) has

issued Environmental Compliance Certificate No. ECC-OLR13-2018-
0164 on November 8, 2018 for the establishment of the SCFSFF.

 Brief Overview on the Construction Progress
After the issuance of the Environmental Compliance
Certificate from the DENR-EMB, the construction was
started on November 6, 2018. From there, 19.9% was
completed.

On January 29, 2019, a total of 37.17% was

constructed. However, the project’s progress slowed
down since the LGU – Del Carmen failed to pay the
billed amount due to non-issuance of authorization for
the DBP from the PSF. The third billing is already
drafted by the Kodus Construction, Inc., but there is
no authorization yet from the prior requests to
disburse the funds.

 Recommendations:
The Local Government Unit of the Municipality of Del Carmen strongly recommends the
following:

1. Abolish the “per tranche” type of release, after all, 100% of the funds are already in the DBP.
Same process with the other funding agency where funds are deposited in the DBP must be
followed to meet the new target in completing the building on September 2019.
2. For clarity, maybe w can have unified detailed list of documents for submission to the PSF.
3. Maybe we can have a quarterly visit of the PSF Secretariat to address the queries and issues
and at the same time part of the evaluation and monitoring process.
4. Funds for the purchase of equipment must be release in full to save logistics and avail some
discounts to lessen the effect of inflation rate.
5. Retooling of some implementation strategies of the other components since other funding
agencies are already implementing the same ahead of the SCFSFF due to the delay of the
SCFSFF implementation.
