Participation by consultation
People participate by being consulted, and external
people listen to views. These external professionals define
problems and solutions, and may modify these in the

People participate by forming groups, which are
externally initiated to meet predetermined objective

People participate by taking initiatives to change
systems independent of external institutions. They

develop contacts with external institutions for
resources and technical advice they need, but
retain control over how resources are used. Such
