Refers to the process of enabling communities
to increase control over their lives.

Community are groups of people that may or


may not be spatially connected, but who share
common interest, concerns or identities.
Empowerment
is a core principle of CD
Successful empowerment
means making sure that the quitter, less
articulate voices are heard and that the interest
of disadvantage sections of the community are
promoted in decision-making areas , whether
through direct participation, representatives or
advocates.
Empowerment
Means giving people (including the poor,
minority and marginalized community
members) the power to be able to make
decisions, choices and directions that will lead
to an improvement of their lives.

It means that beneficiaries being the major


stakeholders in the development process have
the power to manage their own development.

DEVELOP GOALS AND OBJECTIVES
1. The goals should describe a desired outcome
and end result such as building community-wide
environmental – air, water, and soils – health
2. The objectives should describe achievable,
specific results, or intermediate steps necessary
to attain the goals within a set time span.
ex. Reducing a community-wide greenhouse
gas emissions 25% by 2030 from current rates
Securing 20% of energy from sources

proposed. (Recommended policies or codes that supports the polices and objectives) Ex. Safe
road to schools to reduce accidents. Programs to promote cycling and walking to school. Ex.
Create a comprehensive Transportation Demand Management.

 What are the best practices that could deliver the most efficient and effective results? Ex.
Stormwater retention Ex. Best management practice – rain gardens Ex. Limit new
