Background

Medicine is one of the most tangible health needs and

most felt by patients who visit health facilities. Currently the
demand for drugs in the community has increased. People
have become increasingly aware of the need to consume
drugs if they fall ill. Thus the rapid demand for medicines
makes hospitals or other health care units must be very
selective in choosing suppliers to get good quality.
Supplier?

Suppliers are organization / institution that provides or supplies a

product or service to consumers. In order to obtain good quality
medicine or drug preparation, it is necessary to select suppliers of
good drugs and medicinal products that meet all requirements and
quality specifications. Drug suppliers in general are the
pharmaceutical industry and pharmaceutical wholesalers.

According to the Law, the pharmaceutical wholesaler is a company in

the form of a legal entity that has the permission to procure, store,
distribute drugs and / or medicinal ingredients in large quantities in
accordance with the provisions of legislation.
ROLE OF THE PHARMACIST

Pharmacists play an important role in selecting drug suppliers. This is

because the role of the pharmacist is directly responsible for ensuring
the quality of pharmaceutical preparation products and patient
safety. This responsibility encourages pharmacists to select drug
suppliers until the availability of good quality drugs.
Suppliers Criteria

The criteria for choosing a good pharmaceutical preparation supplier are:

1. Has fulfilled the applicable legal requirements for producing and selling
(registered).

requirements.

 Have drug preparations that are withdrawn from circulation because of poor
quality
4. Always able and able to fulfill obligations as suppliers of medicinal
products that are always available and with the highest quality, at the
lowest price.
Identification
Pharmacy installations must carry out a process of identification with suppliers of
pharmaceutical preparations. The process includes:
1. Evaluating the quality system applied by suppliers, based on document evaluation and
evaluation in the field.
2. Analyze information about supplier performance, and operational criteria and criteria
must be developed and set to assess supplier reliability and avoid subjectivity. The lack of
provisions and criteria for assigning rejected suppliers raises doubts on the honesty of the
procurement process.
Cont...

3. For new suppliers, it is important to inspect samples of drug preparations,

packaging and marking.
4. Test the quality of drug preparations in IFRS laboratories (if possible).
5. Reviewing the track record of preparations offered by suppliers published
by other users.
Cont...

6. Evaluate the quality history of past pharmaceutical supplies supplied by

these suppliers.
7. Assess product quality, prices, performance performance, and supplier
responses if there are problems.
8. Auditing supplier quality management systems and evaluating suitability
of delivery schedules.
Cont...

9. Review references to customer satisfaction.

10. Evaluate experiences relevant to suppliers.
11. Access finance to ensure supplier survival throughout the expected
supply period.
12. Service and support capabilities.
13. Logistics capabilities including location and source.
Agreement

In establishing a clear work agreement, caution is needed because what is

agreed on is medicine. Things that need to be agreed upon by consumers (in
this case pharmaceutical installations) and suppliers, namely:
 Agreement on supply quality assurance
 Agreement on verification methods
 Agreement for settlement of disputes
Supply Quality Assurance Agreement

Pharmaceutical installations must establish a clear agreement with suppliers

regarding quality assurance of products supplied. The method below can be
used in a quality assurance agreement on supplied products:
1. Rely on supplier quality systems by holding quality document audits and in
the field.
2. Inclusion of inspection / testing data specified and records of process
control from suppliers.
Cont...

3. Application of formal quality system standards according to contracts

approved by pharmaceutical installations and suppliers (formal standards
can be determined by pharmaceutical installations, namely SNI 19-9004-
2001 and SNI 19-900-2002).
4. Periodic evaluation of supplier quality control practices by IFRS or by third
parties.
5. Inspection / testing of lot receipts by sampling by suppliers.
6. Inspection of receipts and sorting by pharmaceutical installations.
Verification Method Agreement

A clear agreement must be held by IFRS with suppliers regarding the

method used to verify compliance with the stipulated requirements.
The agreement can include the exchange of inspection data and / or
testing, with the aim of further quality improvement. The existence of
these agreements can minimize difficulties in interpreting requirements,
methods of inspection, testing, or sampling.
Dispute Settlement Agreement

Systems and procedures must be established with pharmaceutical suppliers

and suppliers to resolve quality-related disputes that occur in the future. The
agreement to settle disputes was agreed upon at the beginning of the
agreement so as not to cause significant problems.
Decision Support System

Selection of suppliers is important. The problem that is often faced in

the purchasing process is the supplier selection process, a common
problem is the issue of the price offered, fulfillment of ordering
capacity, and the problem of time delay or supplier discipline in
sending drugs and supplier flexibility in handling changes in orders.
Therefore, a decision support system is needed that can select
suppliers.
Multiple Criteria Decision Making
(MCDM)
Multiple criteria decision making (MCDM) is a method of decision
making to determine the best alternative from a number of
alternatives based on certain criteria. Criteria are usually in the form of
measurements, rules or standards used in decision making.
Cont...
There are several methods that can be used to solve MCDM problems, including:
1. Simple Additive Weighting Method (SAW)
2. Weighted Product (WP)
3. Elimination Et Choix Traduisant La Realite (ELECTRE)
4. Technique for Order Preference by Similarity to Ideal Solution (TOPSIS)
5. Analytic Hierarchy Process (AHP)
This method is widely used for supplier selection so that only a few suppliers will get suppliers.
