Duties of Customs Senior Boarding Officers
• 1. Board incoming Foreign vessels outside breakwater or harbor
unless provided by stress got weather.
• 2. Obtain from the master of a vessels the necessary information as
required in BOC OPM Form 15 (Records of viewer Boarded)
• 3. Seal sea stores in the presence of ships officer and the customs
inspector assign on based
• 4. See to it that still Customs inspector and customs guard on duty are

• 5. See to it that all customs inspector and Customs guard assigned to
the vessels is proved with the necessary stationary and supplies
Duties of customs Inspector
• 1. Supervise the discharge and loading of cargo and to supervise
continues surveillance to protect the interests of Customs Service
pursuant to Sec 2202 of TCCP(now 306 CMTA)
• 2.Be responsible for the proper disposed of all cargo and stores on
board vessels under their charge
• 3. Represent Customs Service in his official relation with the
passenger ships officer owners agent and consignee and should see
to it that dignity of the service is not inspired.
• 4. stay in the vessels to which he has been assigned until he is
relieved by proper authority except as herein after provided or it be
necessary that immediate action be taken
• 5. Honor any order, request or permit of any description only from
the following named official
A. Commissioner of customs or deputy Commissioner of customs
B. Collector of customs or deputy collector for operation
C. Chief of assistant chief of pliers inspection divisions
D. Chief bay service section
E. Customs senior boarding officer
• 6. Endeavor to work in harmony at all times with customs employees
of other division and with the immigration of officer on board with
respects to the enforcement of immigration laws rendering assistance
to those official in their performance in their duties
• 7. Cooperate with quarantine authorities in the enforcement of port
quarantine regulation promulgated by the Bureau of quarantine
regulations promulgated by the bureau and quarantine shall give
effects to the same in so far as they are connected with matters of
shopping and navigation pursuant sec 605 TCCP (now sec 302 CMTA)
8. Familiarize themselves the provisions of TCCP(now CMTA) CAO’s
Cmo’s and Circular issued by the BOC pertinent to their duties
9. Refers the matter to customs Senior Boarding Officers or Chief Bay
Service Section (or equivalent office) for decisions he is on doubt as the
action to be taken.
Specific Duties of Customs Inspectors upon
assuming charge of vessel
1. It shall be the first duty of a Customs Inspector upon assuming
charge of vessel, especially a passenger vessel. To immediately
assign a Customs Guard to each accommodation ladder or gangway
with the instruction not to allow persons to board the vessel
without a written pass, excepting the stevedores to attend the
discharging of cargoes
2. The Customs Inspector shall instruct Customs Guards assigned on
the gangway to conduct body searches if necessary all person
boarding or disembarking any vessel
3. While vessels is docked the places of plot or without the customs
inspector shall make periodic inspector to ascertan that will ropes and
cables from vessels to dock are provide with rat guard and that
adequate safe guards are employed such as the covering of the holes
through which ropes and cables
4. if the vessels docks at night the customs inspector shall required
proper at lighting at the gang way
Relationship of customs inspector with the
costume guards under her supervision
1 the customs inspector shall see to it that the complete uniforms and
present appearance
2. He said report to the customs senior boarding officers on duty the
unexplained absencesof any customs the unexplained absence of any
customs guard assign to him
3. An efficient report of the customs guard shall be submitted by the
customs inspired for each vessel of which in the charge.

tour of duty to include customs business specifying the following

C. Destination

5. Essential an accurate check be secured on all cargoes discharged
from and loaded on a week
6. He shall submit the discharging sequence and for inward foreign
manifest duty receive in the logbook by the customs wharfinger

Duties of customs Wharfinger

• 1.all the pier/CY-CFS


A. There shall be one in charge of each pier who shall be responsible
for the efficiency and discipline of customs personal under him
B. He shall exercise effective supervision over the arrester contractor’s
service regarding receiving, handling custody and delivery of cargoes.
C. He shall note carefully the condition of the fender piers and draft at
piers and submit reports thereon
D. He shall cooperate and assist other officers of the government
performing the official function at the piers.
• E. He shall supervise the cleaning of the piers and see to it that garbage
and obnoxious cargoes and dispose of promptly and property
F. He shall cooperate with and assist with enforcement and security
service(ESS) and maintaining piece and order at the pier including the
exclusion of unauthorized person inside the pier/warehouse and premises
g. He shall recommend the transfer and shitting of cargoes from pier to
pier to government bonded warehouses inside and outside the customs
premises
h. He shall process delivery permits and other types of customs permits;
vis-a-vis the official receipt/SSDT issued by formal entry/in formal entry
prior to release of cargo;
I. He shall thru his authorized representative accept delivery permits and
other types of customs permits officially hand carried by the official
messengers of the Bureau and shall property distribute the same to
concerned ware house/wharfinger where the cargoes are stored;
J. He shall submit daily, weekly, monthly, and annual reports thru proper
channels to chief PID or its equivalent office
K. He shall implement all lawful order given to him from time to time by
proper customs authorities
L. He shall submit report of overstaying cargoes to the chief PID or its
equivalent office
2. Outside CY-CFS (Off-dock)
A. There shall be one Wharfinger-in-Change of each pier,who shall
responsible for the effeciency and discipline of customs personel under
him;
B. He shall receive transfer note inbound container and IFM from the
customs Guard
C. He shall supervise the stripping of containers
D. He shall receive the stripping tally sheet from the CY-CPS ware
houseman e. He shall process delivery permits and other Receipt/SSDT
issued by the formal entry/informal entry division, prior to release
cargo
• F. He shall see to it that the cargo are released and delivered only to the
proper parties in according with the marks countermarks registry numbers
of carrying vessel
• G. He shall assign a customs guard prepare and sign the transfer note as a
well a supervise the transfer of cargoes to the local ports economic zones
and bonded warehouses including coastwise transit cargoes and other
places designated by customs;
• H. In all cases of transfer of packed containers covered warehousing
permits or other permits where the duties and taxes have not been paid,
the container covered shall be sealed with a custom seal by the wharfinger
concerned in the presence of the customs examiner concerned;
I. He shall maintaining a lock book to record such as examination made
hold/alert order notice of WSD and samples taken.
J. He shall report to the collector of customs 24 hours from the time
the article is abandoned and submit a monthly report on Abandoned
Overstaying cargoes to the Chief, PID OR equivalent office.
Duties of Assistant Wharfinger.
• 1.Each cargo/shed/warehouse shall be under the direct supervision of
an Assistant Wharfinger who shall maintain his office inside
shed/warehouse;
• 2. He shall prepare rate and submit rating of his pier/warehouse
costom guards to the wharfinger in change of the pier.
• 3. He shall supervise the opening and closing of cargo
shed/warehouse
• 4. He shall not allow unauthorized person inside the cargo
shed/warehouse with or without operation
5.He shall process all delivery pertaining to his shed/warehouse before
authorizing delivery of cargo therefrom

6.He shall supervise closely the activities of the Customs Guards


assigned in his shed/warehouse

7.he shall clear the pier berth of lighters and other obstructions during
the berthing and/or departure of the vessel

8.He shall assist the Wharfinger-in-charge of the pier and to execute his
orders
• 9.He shall prepare and sign the transfer note as well as supervise the transfer of
cargoes to the local ports economic zones and bonded warehouse either inside or
outside Customs zone including coastwise transit cargoes and other places
designated by customs:

• 10.He shall see to it that no inflammable dangerous or obnoxious cargoes are


stowed inside the shed/warehouse;

• 11.He shall coordinate with the arrastre shed/warehouse security personal and
ESS in the prevention of pilferage of cargoes and other Anomallies to defraud
customs revenues;

• 12.He shall perform other functions that may be assigned to him from time to
time by superior authorities
DUTIES of Customs Guards
1.at the Pier/CY-CFS
A. A customs guards shall see to it that not inflammable dangerous or
obnoxious cargoes are discharged on dock without proper permit;

B. When assigned to delivery work he shall scrutinize the delivery


permit property processed and signed by the processing Wharfinger

C. He shall check carefully the load on the truck against gate pass
issued in accordance with the mark countermarks, registry number and
total number of packages;
D. He shall see to it the Wharfinger's copy of the delivery permit is
retained and the same to be forwarded the Wharfinger concorned
upon completion of the delivery.

E. When assigned as conduction guard he shall see to it that the cargo


destined for transfer reaches its destination and the covering transfer
note property signed by the warehouse/storekeeper or Wharfinger or
customs guard concerned as the case may be
• 2.On board vessel
A. A cutoms guard shall see to it that no person is allowed to board the vessel without a written
pass excepting stovedores to attend to the discharging or loading of cargoes at each
accommodation ladder or gangway.

B. He shall conduct body searches if necessary on all persons coming in and out of the vessel
C. He shall perform customs surveillance on board the vessel or on carries containing cargo in
transit that has not been released from customs supervision

D. He shall check cargoes being discharged from or loaded on a vessel

E. He shall act as courriers on official business;

F. he shall see to it that no empty lighters stay alongside pier without proper permit
• 3. Outside CY-CFS(off dock)
A. A customs guard shall assist the shed/warehouseman/wharfinger in
supervising the receiving, handling, custody delivery and stowage of
cargoes inside the shed/warehouse by the arrastre operators, to
include witnessing the stripping/devanning and sign the cargo
stripping report
B. He shall assist the shed/warehouse wharfinger in attending the
inventory of bad order cargo and signed the Bad order inspection
certificate issued by the arrastre operator
Other Duties of Customs Guards
A. Customs guards shall perform any other work or function that may
be assigned to him from time to time by his superior(under guarding of
goods bound for CBW’s)
