MAINTENANCE PROGRAMS

 The MRBR is prepared as per Maintenance Steering Group


(MSG)-3 Logic Analysis Procedure.

 Its either a document or software and mostly used during


initial maintenance requirements and include to MRBR.

 This is the current method used for developing the


scheduled maintenance tasks and intervals which will be
acceptable to NAA, Operator, Manufacturers.

 The remaining maintenance such as non-scheduled or non-


routine maintenance consists of maintenance actions to
correct discrepancies noted during scheduled maintenance
tasks

 For each potential failure cause, MSG-3


guidelines provide task oriented logic to
determined the appropriate scheduled
maintenance task.

 MSG-3 consists of specific tasks, for a given


functional failure based on actual reliability
programme.
TYPES OF MAINTENACE
 MSG-01 – only remains for 01 year.
 MSG-02 – remains for 10 years

 It is process oriented. Thus, we are checking whole


component of the system.

 Hard time- Life limited


 On condition- Periodic inspections/ Overhaul.
 Condition monitoring- No specific inspections/ fit
till fail.

 Totally different. This is task oriented. Top-
Bottom. We are checking the system by lot of
checks to ensure the system reliability.

 The analysis result of MSG-3 logic decision
diagram is 5 types of work, namely

 LU/SV : Lubrication/Servicing
 OP/VC : Operational/Visual Check
 IN/FC : Inspection/Functional Check
 RS : Restoration
 DS : Discard

Category Description of Failure Results


 There are 5 effect categories of failure result
according to MSG-3 logic deciding diagram.
 CAT 5:Evident Safety Effects;

 CAT 6:Evident Operational Effects;

 CAT 7:Evident Economic Effects;

 CAT 8:Hidden Function Safety Effects;

 CAT 9:Hidden Function Non-safety Effects。


DAMAGE TYPE

 The damages can be classified into different


type damages according to various factors of
structure damage, basically they are:

 · Accidental deterioration AD
 · Fatigue deterioration FD
 · Environment deterioration ED
VARIOUS TASK TERMINOLOGIES
 Lubrication/Service : Any lubrication or service task
conducted for the purpose of keeping its inherent
design characteristics.
 Inspection : An examination of an item against a
specific standard.
 Operational Check : Determines that an item, is
fulfilling its intended purpose. The task does not require
quantitative tolerances. This is a fault finding task.
 Visual Inspection : An observation task to
determine whether the item can perform its designed
function. The visual inspection needs no quantity
allowance and it is one inspection task to find out
failure.

 General Visual Inspection : A collective term which includes the external
surveillance inspection, the internal surveillance inspection, and the walk-around
check.

 External Visual Inspection : This is one of the visual inspection, it should


keep one arm long distance away from the inspected subject to inspect the obvious
abnormal trace on the external visible structure. This inspection also includes
checking the visible internal structure through quick removable cover, window. When
conducting inspection, the working rack and working ladder can be used.

 Internal Visual Inspection : It is one of visual inspections, it should keep one


arm long distance away from inspected subject to inspect the obvious abnormal
trace on the internal structure. This inspection should be applied
 to the covered structure and covered devices. When conducting the inspection, it
needs to remove the fillet, fairing and access cover, etc.

 Walk-Round Inspection : A visual inspection conducted from ground level


to detect obvious discrepancies.

 Power-On Inspection: This is the task to be performed on the airplane to
check the electric equipment and their systems. The task purpose is to
make sure whether they are performing the designed function.

 Scheduled Maintenance Inspection : Any of the maintenance


opportunities which are pre-packaged and are accomplished on a
regular basis.

 Detailed Inspection; An intensive visual examination of a specified


detail, assembly, or installation. It searches for evidence of irregularity
using adequate lighting and, where necessary, inspection aids such as
mirrors, hand lens, etc. Surface cleaning and elaborate access
procedures maybe required.

 Specially Detailed Inspection: An intensive examination of a specific


location similar to the detailed inspection except for the following
differences. The examination requires some special techniques, dye
penetrant, high-powered magnification, etc., and may require
disassembly procedures.

 Function Inspection : A quantitative check to determine, if one or
more functions of an item performs within specified limits.

 Zonal Inspection : It is the visual inspection conducted for every


aircraft zone (Designated inspection covers and positions) to inspect
the system and power plant installation and to inspect the structure
fasteners and general conditions.

 Restoration : That work (on/off the aircraft) necessary to returns the


item to a specific standard. Restoration may vary from cleaning or
replacement of single parts up to a complete overhaul.

 Discard: The removal from service of an item at a specified life limit.


MMEL AND MEL
 The MMEL may be generated by the Aircraft Manufacturer i.e. OEM (or
sometimes by the responsible N.A.A.).

 The procedure for producing this list can be found in the C.A.A. Publication
CAP 549.

 Directives referred to prepare MMEL: ANR, design requirements, National


Airworthiness Authority policy, operational considerations, and mandatory
stipulations applicable to the aircraft type. i.e. AD, ASN, Flight manual etc.

 Engineers shall be thorough on contents in MEL, because need to select the


correct contents when deferring a defect, by compliance to mandatory (O)
and (M) requirements.

 However, final decision of fly or not, will rest on Pilot in Command. (PIC).

 Need to classify the defects, according to their criticalness such as A, B, C, D


etc.

Example for repair Intervals in MA60 aircraft.

 Category “A”: Items in this category shall be repaired within the time interval
specified in the remarks column of the operator's approved MEL.

 Category “B”: Items in this category shall be repaired within three (3)
consecutive calendar days (72 hours), excluding the day the malfunction was
recorded in the aircraft maintenance record/logbook. For example, if it were
recorded at 10 a.m. on January 26th, the three day interval would begin at
midnight the 26th and end at midnight the 29th.

 Category “C”: Items in this category shall be repaired within ten (10)
consecutive calendar days (240 hours), excluding the day the malfunction
was recorded in the aircraft maintenance record/logbook. For example, if it
were recorded at 10 a.m. on January 26th, the 10 day interval would begin at
midnight the 26th and end at midnight February 5th.

 Category “D”: Items in this category shall be repaired within one hundred and
twenty (120) consecutive calendar days (2880 hours), excluding the day the
malfunction was recorded in the aircraft maintenance log and/or record.

“(O)” symbol: indicates a requirement for a specific
operations procedure which must be
accomplished in planning for and/or operating
with the listed item inoperative. Normally these
procedures are accomplished by the flight crew;

“(M)” symbol indicates a requirement for a specific


maintenance procedure which must be
accomplished prior to operation with the listed
item inoperative. Normally these procedures are
accomplished by maintenance personnel;
CONFIGURATION DEVIATION LIST (CDL)
 In order to keep flight safety and improve the aircraft
service rate, the aircraft without certain secondary
airframe and engine parts is permitted to be in service.

 Thus the CDL is developed.

 It is message to follow the modified limitations of the


CDL when the aircraft is operated according to this list.

 The modified limitations must be listed on the placard


affixed in distinctive view of the pilot.
DISPATCH DEVIATION LISTS (DDL)
 DDG is intended to permit dispatch or release
of aircraft with certain inoperative items of
equipment by means of appropriate operational
procedures or maintenance procedures to
maintain an acceptable level of safety for flight
operation.

 DDG may be used as the basis for development


of individual operator’s MEL.

Major Contents

 DDG consists of 02 chapters

 Chapter 1 “MMEL Item”


 Chapter 2 “CDL Item”.

 MMEL Item of DDG is developed mainly on the basis of


MMEL. The DDG Operation Procedures (O) are consistent
with Flight Crew Operating Manual (FCOM) while the DDG
Maintenance Procedures (M) are consistent with AMM.

 CDL Item is in consistency with Airplane Flight Manual


(AFM).
CERTIFICATION MAINTENANCE REQUIREMENTS
(CMR'S)

 CMRS are tasks on Systems and Powerplant, where a


limiting interval has been established from the System
Safety Assessment to achieve compliance with the
initial Type Certification requirements.

 They are associated with failure conditions of a 'most


severe' nature.

 CMR tasks are Mandatory and must be performed.


Non-compliance (non-performance) will suspend the
validity of the aircraft's Certificate of Airworthiness.
CMR CATEGORIES
 There are 2 categories of CMR task. I Star and 2 Star

 1 Star

 The tasks and their performance intervals are


mandatory and cannot be changed.

 2 Star

 These are similar to but not as restricted as Star 1. The


tasks and their performance intervals are mandatory.
However they can be escalated iaw an operator's MP,
but cannot be changed.
AIRWORTHINESS DIRECTIVES (AD)
 An AD means a document issued or adopted by the Agency which
mandates actions to be performed on an aircraft to restore an
acceptable level of safety, when evidence shows that the safety level
of this aircraft may otherwise be compromised.

 The Agency shall issue an AD when:

1. an unsafe condition has been determined by the Agency to exist in an


aircraft, as a result of a deficiency in the aircraft, or an engine,
propeller, part or appliance installed on this aircraft

2. that condition is likely to exist or develop in other aircraft.

 When an airworthiness directive has to be issued by the agency to
correct the unsafe condition, the holder of the type-certificate,
restricted type-certificate, supplemental type-certificate, major repair
design approval, ETSO authorisation or any other relevant approval
deemed to have been issued under this Regulation, shall:

 1. propose the appropriate corrective action or required inspections,


or both, and submit details of these proposals to the Agency for
approval;

 2. following the approval by the Agency of the proposals referred to


under point (1), make available to all known operators or owners of
the product, part or appliance and, on request, to any person
required to comply with the airworthiness directive, appropriate
descriptive data and accomplishment instructions.

 An AD shall contain at least the following


information:

 1. an identification of the unsafe condition;


 2. an identification of the affected aircraft;

 3. the action required;

 4. the compliance time for the required action

 5. the date of entry into force.


SERVICE BULLETINS
 SBs are issued by the Type( restricted/
supplementary) certificate holder or
manufacturers to incorporate any changes to
existing system or components in order to
improve the system.

 Compliance is either mandatory or optional.

 These shall come to operators/ owners with


the copy to respective manufacturers NAA.
SERVICE INFORMATION LETTERS (SIL)

 These are issued by Type (restricted/


supplementary) certificate holder/
manufacturer in order to educate operator with
new changes of his procedures,
implementation of new procedures.
