BEST MEASUREMENT CAPABILITY

BMC is defined as “The smallest uncertainty that a laboratory can achieve


within its scope of accreditation, when performing more or less routine
calibrations of nearly ideal measurement standards intended to define,
realise, conserve or reproduce a unit of that quantity or one or more of its
values, or when performing more or less routine calibrations of nearly ideal
measuring instruments designed for the measurement of that quantity”
(EA-4/02 – 1999: B2)

for the purpose of accreditation BMC is stated as the expanded uncertainty


at approximately 95% confidence level

CALIBRATION AND MEASUREMENT CAPABILITY

CMC defined as “ the BMC that is ordinarily available to customers under

normal conditions , for example, as published in an NMI’s service list and

available, in principle, at any time. It should be:

1. performed under documented procedure and an established uncertainty

budget under the management system of the NMI

2. performed on a regular basis

3. available to all customer

CALIBRATION AND MEASUREMENT CAPABILITY

INCLUDED ARE uncertainty contribution inherent in the best ordinarily

available customer devices under calibration at the NMI

the actual characteristic of the devices must also be considered for

individual certificates issued by the NMI

EXLUDED ARE uncertainty contributions (including transport uncertainty)

associated with a customer’s devices before or after its calibration or

measurement at the NMI : that is the responsibility of the owner of that

devices

BMC and CMC

The different interpretation of BMC and CMC have been source of

confusion

CMC is a better way of referring to the day to day services available to the

customers of the accredited laboratories as well as those of NMI

It is also acknowledge that these laboratories could often do BETTER than

the states CMC (currently BMC in the accreditation terminology)

WHY LABORATORY COULD OFTEN DO BETTER THAN CMC/BMC ?

the terms is of an administrative character and does not reflect real


technical capabilities of the laboratory, for example:

for in-house calibration or for special customers or in special cases


laboratory uses special person, special procedure, special compensation for
drift, special measurement of environmental condition, etc thus the
contribution of uncertainty might be smaller than that available for
ordinary customers

the policy of the accreditation body should be to grant accreditation of any


applied uncertainty level, which may be achieved by the laboratory, as
long as all of those special conditions are documented, understood and
followed by the laboratory
