IN-HOUSE PROPOSAL FOR TENMAN Project Management.

Introduction:
This proposal shall outline and detail the concept and implementation of an In-House MEP Testing
and Commissioning Management Division within the body of the Tenman Project Management
Organisation.
It shall further detail the advantages to Tenman PM, in that it shall increase the potential for
offering a ‘Complete Solution’ to prospective clients for overall Project Management.
The Concept:
For very many years now, Owners, Developers and Consultants have recognised the increasing need
for proper and controlled Testing and Commissioning of all MEP Services. In meeting this
requirement, there are a number of independent specialist companies, such as CML, Commtech,
Forsspac and Dome, who, for at least 20 years, have been offering Testing and Commissioning
Management Services to the Construction industry.
The concept of this proposal therefore, is to create such an entity within the framework of the
Tenman PM business model.

Division Activities:
• TESTING AND COMMISSIONING MANAGEMENT:
• CARRY OUT MEP TESTING AND COMMISSIONING KICK-OFF MEETING WITH ALL CONTRACTORS.
• Organise and lead the commissioning team of the sub-contractors, suppliers and specialty contractors.
• Provide overall direction of the activities.
• Oversee and control preparation of all necessary documentation to facilitate programme delivery.
• Review and provide comments on the T&C submittals from the Services and Systems subcontractors and suppliers.
• Monitoring and updating site progress chart of activities against program.
• Coordinate with the Client and the Services and Systems Sub-Contractors and Suppliers to ensure that inspection activities
are being scheduled, performed and reflected into the overall programme.
• Formulate testing methodologies and forms to be used for all testing and commissioning.
• Establish type tests / benchmarks for all sectional tests.
• Witnessing the pre-commissioning activities.
• Witnessing of the system and sub-system testing.
• Witness selected services and systems inspections and testing.
• Compliance checking and sign-off of all or part of the inspection test results.
Division Activities:
• DOCUMENTATION PRODUCTION AND CONTROL:

• Sectionalising of MEP Systems.

• Directing and assisting the contractors in the preparation of Test Packs for each section.
• Prioritising sectional works, preparation of outline schedule and review of the detailed schedule by the
General Contractor, Sub-contractors and Suppliers.
• Use of MEP Test Packs in turnover/acceptance of the elements of each system, as they are available.
• System Turnover on completion of each system.
• Complete and accurate record keeping of all Test Packs including punch-lists and test data.
• Reporting on progress against the register of Project Test Packs.
