UMFI list creation & Parameters

Summary

 This document describes the steps involved to create


UMFI list.

 It includes the parameters for 2G Ericsson needs to be set


in order to cell reselection from 2G to 3G will work properly.

UMFI Creation
 Create IRAT neighbors for the cluster/market.
 Reverse the IRAT relations to form 2G – 3G relations.
 Initially UMFI is implemented for co-site relations only.
 Below is the format of UMFI

Parameters

The following parameters needs to be adjusted for UMFI to work


 QSI
 FDDQMIN
 FDDQOFF
 SPRIO

QSI

 QSI defines if the monitoring of UMTS cells will be performed if the signal
level is below (0-6) or above the threshold (8-14), always (7) or never
(15). This parameter is defined per GSM cell.
 In the GSM network, the parameter QSI controls when the UE
performs measurements on WCDMA neighboring cells. This
parameter is set per cell. The parameter QSI can be set in the four
following alternative ways, so that WCDMA neighbors are
measured:
 Always (value 7)
 Never (value 15)
 When signal strength of the GSM cell is above a certain value 8 to
14 (above -78dBm to -54dBm in steps of 4dBm)
 When signal strength of GSM cell is below a certain value 0 to 6
(below -98dBm to -74dBm in steps of 4dBm)

FDDQMIN & FDDQOFF

 FDDQMIN defines a minimum threshold for the “quality” measure Ec/No


for cell reselection to UTRAN. This parameter is defined per GSM cell and
applies for all its UTRAN neighbors. 0 to 7 (-20dB to -13dB)
 FDDQOFF defines cell reselection offset to UTRAN cells. This parameter
is defined per GSM cell and applies for all its UTRAN neighbors 0 to 15 (-
inf, -28dB to +28dB in steps of 4dB)
 This parameter is used to assure a sufficient quality of the candidate
WCDMA cell. The parameter FDDQOFF sets an offset, positive or
negative, between signal quality of GSM cells and the defined WCDMA
neighbors. The two cell reselection criteria are the following:
 CPICH Ec/No > FDDQMIN
CPICH RSCP > RLA + FDDQOFF
 RLA is the received signal level average [dBm] for the serving GSM cell
and its strongest GSM neighbors

SPRIO

 SPRIO indicates if 3G cells may be searched when BSIC decoding is


required. This parameter is defined per GSM cell (YES, NO)
 When in Packet Transfer mode a GPRS MS continuously measures the
signal strength of the serving cell and all neighboring cells (BCCH
carriers) as indicated in the Idle mode 3G-BA list. Besides, the
GSM/GPRS MS shall attempt to decode the BSIC of as many neighboring
cells belonging to the BA list as possible, and as a minimum at least once
every 10 seconds during the so called search frames. The MS is quite
busy with performing GSM/GPRS measurement and there is not much
time left for UTRAN measurements. In this case, the MS may perform the
measurements, on cells belonging to the 3G neighboring cell list, during
search frames that are not required for BSIC decoding. If indicated by the
parameter SPRIO, a Multi-RAT MS may use up to 25 search frames per
13 seconds without considering the need for BSIC decoding in these
frames. This implies more time for UTRAN measurements, but in the
same way less time for BSIC decoding
