CANINE TERROR & SUITABLE

REMEDY

Recent Developments regarding the Issue
JAMMU & KASHMIR

 JK assembly was rocked recently by legislators regarding ever


increasing terrorism …??

 More dangerous form of terrorism…

 Official data around 1 lakh stray dogs in Srinagar city.


 Muncipal magistrate even directed the authorities to kill the
dogs.

 Independent MLA even moved a bill seeking killing of stray


dogs.

 Irony is that the poisonus drugs worth 20 lakh rupees have


been already procured but is not administered to the deadly
canines for unknown reasons.
ACROSS INDIA

 Then there was a landmark judgment of the Mumbai high


court allowing poisoning of stray dogs (in case they pose
threat to human life).
 Canines in kashmir are lucky as they have right to life.

 enforce this right.

 It is better being a dog in kashmir than a human being.


 The canines are on rampage in the state especially in the city
of Srinagar.

 Around more than 4000 dog bite cases documented only in


SMSH.

 I am not phobic about canines but with their alarmingly


increasing population and associated negative consequences.

 Litter size of bitches is more increases exponentially


 increases competition for food and territory
leads to increased dog fights and human bites.
CONSEQUENCES OF CANINE TERROR

 Proved double edged sword for the state exchequer.

 Machinery for treating those affected.

 Cost of free vaccines incurred on afflicted personnel’s and


compensation of victimized families.

 If we succeed in reducing canine violence, it will prove


beneficial to the state from many fronts.
 Officials of health department who render their valuable
services to the dog bite victims

 Channelized into improving the health care system of the state.

 This malaise has psychological repercussions on the affected


people.

 They die daily till they pass 21st day,

 Ideally it took 7 to 21 days to form antibodies to counter the


deadly virus.
 This death is more painful and cruel than mauled by a dog.

 Associated with psychological fear & phobia.

 Ruined different families by snatching their sole bread winner

 Hopes of many families were dashed to ground by killing their


only children.
GOVERNMENTS ROLE
 12 lakh security personnel and many regiments of police behind militants to
nab them.

 Why inordinate delay and poor response from all the concerned to counter
canine terrorism.

 Former is expensive than later but later is more dangerous than former.

 Should be priority for the government for time being, as it vanished peace,
put more personnel to death and inflict more injuries than militancy.

 Dog bite menace replaced the militancy scourge in Kashmir and the gravity
of this nuisance increases by the day.

 Government have human population control policy, why not check in canine
population.
OTHER SIDE OF THE THEORY
 Prevention to cruelty to animals

 Animal welfare.

 Who is ante to animal welfare??

 We should not forget the human welfare while advocating the


animal welfare.

 If circumstances arise, that we have to choose or prefer only one


among them, then there is only choice with all of us that is
human welfare.
 The officials privately admitted that the castration programme
(ABC animal birth control) is cumbersome process.

 Best option to have optimum canine population is to go for a


kill.
BONE OF CONTENTION
 Poisoning of dogs.

 Cause painful tortuous death, which is not the case.

 Use of saturated solution of Thiopentone injection (Ultra-short


acting Barbiturate Anaesthetic)

 All the barbiturates have low margin of safety.

 Will cause humane and painless death within a second or two


that is guaranteed.

 Death occurs due to depression of Respiratory Centre


 SKUAST-J (veterinary college) to euthanize severely injured dogs.

 Thanks to then Head of Clinics Dr. M S Bhadwal.

 The fellow colleagues who accompanied owners were initially


reluctant and were thinking of merciless death and exaggerated
counter response from the dogs.

 Dogs were put to end so calmly that even I was surprised by such a
humane and merciful death of dogs.

 Just a long breath and they were gone.

 The same citizens were talking about my specialized killing skills but
I was unable to persuade them that it was the drug not me who done
the wonders.
Comparison Between ABC Programme &
Euthanisation of Stray Dogs
ABC PROGRAMME
 Maximum of 8 surgeries a day.

 Post-operative treatment for at least 7 to 10 days.

 Costly medicines (anesthetics, antibiotics and pain killers) pre and post
operatively.

 Process only controls their ability to procreate.

 Not eliminating them but trying to control future generation.

 15 to 20 years to reach the desired benefits (life span of dogs 14 years)

 Imagine the havoc, canines will cause in this time period, as they are
presently in full damage control mode.
EUTHANISATION
 The same team can at least kill 300 dogs per day.

 Hardly take 20 to 30 days to decrease the canine population to


optimum level.

 Only the suitable remedy for the growing canine terrorism.

 Require only rupees 50 for a dog to euthanize,

 Cost effective procedure.

 Immediate sigh of relief will be palpable.


WAYS AHEAD

 Let us give a trial for few cases in presence of staunch animal


lovers.

 Seeing is believing.

 Convinced by this humane method of killing the dogs and then


only we should continue.

 I assure they will be satisfied if they keep all the perspectives in


mind.
