 European Council (cred că oficial se numeşte “Council of the European Union”, nu sunt sigur) – Bruxelles – rol executivo-consultativ, se
mai zice şi consiliul de miniştri că asta e de fapt, consiliul tuturor miniştrilor din EU.

 buget anual IT de cca 600 mEUR, echivalent cu al Comisiei “aproximativ la fel de mare”
 NATO are mai multe agenţii de achiziţie descentralizate. Cea mai importantă este NC3A din
Bruxelles. În plus, fiecare ţară îşi face achiziţii “nato” proprii după sistem propriu. Nu există
nici măcar un buget unificat.

 NC3A are 2 proceduri de achiziţie:

 ICB (international competitive bid = licitaţie deschisă)
 BOA (Basic Ordering Agreement = tip listă scurtă).
 Notă: nu există limită maximă de sumă pe BOA (nu e ca la EU)

 Canalele de comunicare NC3A sunt deregularizate şi complicate – nu se publică
pe un site unic, ci se distribuie prin:
 Procedura ICB:
 Pct contact 1: NC3A însuşi dă anunţul cui vrea, dar este obligat să dea la şi la delegaţii naţionale. Am înţeles
că distribuie ICb-urile şi direct la listele BOA
 Pct contact 2: Delegaţia naţională dă mai departe în România (Min Ap şi Min Econ) – şi poate să dea şi cui
vrea ea.
 Pct contact 3 şi 4: Ministerele Apărării şi al Economiei din România au proceduri proprii de distribuţie (pe
aceste canale au ajuns cele 2 licitaţii la noi) (aceste proceduri înţeleg de la Mirela că implică un fel de EOI cu
certificate de securitate). În Turcia am găsit un caiet de sarcini publicat direct pe internet… apropos de
proceduri customizate la nivel de ţară.

 Procedura BOA: este o listă directă de furnizori “preferaţi” ale celor 5-6 agenţii de
procurement din NATO, din care cea mai importantă este NC3A.
 Furnizorii de pe listă în acest moment: http://boa.nc3a.nato.int/list.htm şi ataşat.

 Am impresia că ICB-urile se distribuie şi la lista de BOA, dar nu sunt sigur.

 Group of about 60 companies that operate rather independent, but which share Finance &
Admin.
 The group was created in 92 with the support of Oracle Belgium’s management at that time.
The group is controlled by the “official” founder, Jef De Wit and Dirk Deroost who was the
former MD of Oracle Belgium.
 They started with EU-projects mid nineties, they build a department with approximately 150
people and sold it off in 2003 to a French group SWORD. Patrick de la Haye, was in charge if
the department and became MD of Sword Belgium. He grew the company to about 300
people.
 In September 2007, he left Sword to go back to Cronos and to restart an EU-department. The
period of non-competition between Cronos and Sword after the sell was over, so they were
free to restart EU-activities. This department is a separate legal entity controlled by Cronos
and by Patrick. Patrick’s career is totally focused on EU-market. He started with Olivetti
until the whole institutions were filled with Olivetti machines. In ’94 he started for Oracle,
where we were colleagues, and he worked for Oracle until 2002. In that period he has signed
site-license agreements with all the EU Institutions. So his business was finished and then
he has chosen to start doing services for the EU.
