Functions
 Foster education of every child.
 Take steps to prevent juvenile delinquency and
assist parents of children with behavioral
problems so that they can get expert advice.
 Adopt measure for the health of children.
 Conduct capability building projects to increase
knowledge and skills in handling children’s
problem
 Encourage the proper performance of the duties
and responsibilities of parents, and provide
learning opportunities on the adequate rearing of
children and positive parent-child relationship.
Functions
 Promote wholesome entertainment in the
community, especially in movie houses.
 Prepare AWFP for children and recommend
appropriations to the Sangguniang.
 Provide coordinated linkages with other agencies
and institutions in the planning, monitoring and
evaluations of plans for children.
 Establish and maintain data base on children in
every barangay.
 Advocate for the establishment and maintenance of
playground, day care centers and other facilities
necessary for child and youth development.

Functions
 Advocate for the passage of barangay
resolution/ordinances responsive to child- related issues
and concerns and ensure the inclusion of children
program in the executive agenda.
 Protect and assist children in need of special protection
(i.e. abandoned, maltreated and dependents) and refer
cases filed against child abusers to proper
agencies/institutions.
Functions
 Monitor situational reports on children and prepare
quarterly updates including the implementation on
children’s program and make recommendations in the
Municipal CPC for consideration and nationwide
application; and
 Perform such other functions and other child related
laws especially in matters of child and parent education,
health, entertainment, etc.

1. Formulate the Solid Waste Management Program consistent
with the City Plan;
2. Be responsible for the segregation and collection of
biodegradable, compostable and reusable wastes;
3. Establish a material recovery facility, a redemption or eco-
centers in a barangay owned or leased land or any suitable
open space to be determined by the Sangguniang Barangay;
4. Allocate barangay funds for the ecological solid waste
management program approved by the Sangguniang
Barangay;
5. Identify/Organize core coordinators thru the conduct of
trainings for barangay residents on segregation, composting
and recycling;
6. Integrate the Ecological Solid Waste Management Program in
the Barangay Development Plan and Annual Investment Plan;
7. Submit monthly report to the City Ecological Solid Waste
Management Council copy furnished the DILG field office.

1. Formulate, revise/update the local nutrition action plan to include
programs, projects and activities that converge in families of the
nutritionally vulnerable individuals (with a pregnant women, lactating
woman, children 0-23 months old or a malnourished child under 5
years of age) as well as purok/sitio with high level of malnutrition or
over nutrition;
2. Implement, monitor and evaluate the local nutrition action plan which
include but not limited to the following PPAN programs and packages:
 Infant and Young Child Feeding
 Integrated Management of Acute Malnutrition;
 Dietary Supplementation
 Nutrition Promotion for Behavior Change;
 Micronutrient Supplementation
 Mandatory Food Fortification;
 Nutrition in Emergencies
 Overweight and Obesity Management;
 Nutrition Sensitive programs that will improve physical and economic access to
food, access to sanitary toilets, and safe drinking water, responsible parenthood,
among others
 Conduct of Operation Timbang;
 Monitoring of child growth and development especially during the 1st 1000 days of
life
3. Include in the Annual Development Plan and
Annual Investment Program (AIP), applicable
PPAN program to ensure adequate funding for
nutritional impact;
4. Organize, reorganize, and strengthen functional
Local Nutrition committee at the Barangay level
and enact barangay ordinance;
5. Designate a nutrition action officer;
6. Sustain recruitment and deployment of
community-based nutrition volunteers or
barangay nutrition scholars and continually
support them through capability building,
logistics provision such as weighing scale and
height boards, and monetary and non-monetary
incentives;
7. Provide incentives to members of the local
nutrition committee to the extent possible;
8. Develop and implement programs that will
ensure good nutrition among its employees in
partnership with profession organizations of
nutritionist-dieticians;
9. Pass/enact local policies to support the
implementation of PPAN;
10. Submit semestral reports on the Status of
Nutrition Programs, Physical Accomplishments;
11. Organize specific group to implement nutrition
intervention and assess programs; and
12. Hold regular quarterly meetings to monitor
program performance,

 Formulate a Barangay Peace and Order and Public Safety (POPS) Plan
which shall be incorporated in the Barangay Development Plan;
 Recommend measures to improve or enhance peace and order and
public safety in the community;
 Monitor and coordinate the implementation of peace and order programs
and projects at the barangay level;
 Serve as an information-gathering mechanism;
 Monitor and report, to appropriate authorities, suspicious illegal activities
and personalities involved within their jurisdictions, including insurgent
activities;
 Maintain continuing dialogue, close coordination and rapport with the
higher-level POC and law enforcement units;
 Coordinate the operation of all community-based anti-crime groups within
the barangays;
 Make periodic assessment of the prevailing peace and order situation in
the barangay, and submit report, with appropriate recommendations, to
the higher-level POC;
 Submit annual BPOC Functionality Report pursuant to DILG
Memorandum Circular No. 2008-101; and
 Perform such other functions as may be assigned by the higher-level
POC.

 Meet at least once a month to plan and formulate a blueprint for the short,
medium and long term for the sectoral sports based on the National Policy and
Program of “Sports for All,” including a well-synchronized year round calendar of
sports activities and competitions in a national “PalarongPambansa;”
 Conduct local “Sports Summits” in consultation with other public and private
entities concerned to identify and prioritize sports programs and activities in their
respective localities and areas of concern and to monitor, review, and validate
their program;
 Oversee and ensure the implementation of the physical fitness and sports
program and activities in their respective areas of concern, i. e. DepEd, CHED,
TESDA for physical education and school sports; DND and PNP for military
sports; DOLE for labor sports; POC and NSAs for elite sports for international
competitions; and GAB for professional sports;
 Disseminate proper information on the national policy and program, including their
local programs to encourage the active participation of their constituents on
physical fitness and sports activities;
 Assist in the identification, recruitment, and training of gifted and talented athletes
from their areas to ensure a wide base for the selection of national athletes who
will represent the country in international sports competitions;
 Submit a quarterly report to the Chairman of the National PFSDC and furnish a
copy of the same to the Philippine Sports Commission; and
 Perform other functions deemed necessary to promote and implement the
National Policy and Program.
 Perform functions as may be assigned by the higher-level POC.

 Respond to gender-based violence cases brought to the barangay;
 Record the number of gender-based violence handled by the
barangay ad submit a quarterly report on all cases of VAW to the
DILG City Field Office and the City Social Welfare Development
Office (CSWDO);
 Keep VAW case records confidential and secured, and ensure that
only authorized personnel can access it;
 Assist victims of VAW in securing Barangay Protection (BPO) and
access necessary services;
 Develop the barangay’s gender-responsive plan in addressing
gender-based violence, including support services, capacity building
and referral system;
 Coordinate with and refer cases to government agencies, non-
government organization (NGOs), institutions, and other service
providers as necessary;
 Address other forms of abuse committed against women, especially
senior citizen, women with disabilities, and other marginalized groups;
 Lead advocacies on the elimination of VAW in the community; and,
 Perform other related functions as may be assigned

1. Lead in the mainstreaming GAD perspectives in LGU policies, plans and
programs and ensure the assessment of the gender-responsiveness of
systems, structures, policies, programs, processes, and procedures of the LGU
based on the priority needs and concerns of constituencies and employees,
and the formulation of recommendations including their implementation;
2. Assist in the formulation of the new policies such as the GAD Code in
advancing women’s empowerment and gender equality;
3. Lead in setting up appropriate systems and mechanisms to ensure the
generation, processing, review, and updating of sex-disaggregated data or
GAD database to serve as basis in performance-based and gender-responsive
planning and budgeting;
4. Coordinate efforts of different committees/division/offices/units of LGU and in
the barangay and advocate for the integration of GAD perspectives in all their
systems and processes;
5. Spearhead the preparation of the annual and performance-based LGU GAD
Plan and Budget (GPB) in response to the gender issues and/or concerns of
their locality and in the context of the LGU mandate’ and consolidate the same
following the form and procedures prescribed in the Joint Memorandum
Circular (JMC). The GFPs shall likewise be responsible for submitting the
consolidated GPB of the LGU;
6. Lead in monitoring the effective implementation of the annual GPB,
GAD-Code, and other GAD related policies and plans;
7. Lead the preparation of the Annual LGU GAD Accomplishment
Report (GAD AR) and other GAD reports that may be required under
the MCW and the JMC;
8. Strengthen linkages with other LGUs, concerned agencies or
organizations working on women’s rights and gender development to
harmonize and synchronize GAD efforts at various levels of local
governance;
9. Promote and actively pursue the participation of women and gender
advocates, other civil society groups and private organizations in the
various stages of development planning cycle; giving attention to the
marginalized sector;
10. Ensure that all appointed and elected officials of the barangay are
capacitated on GAD. Along this line, the GFPS will recommend and
plan and appropriate capacity development program on GAD for its
appointed and elected officials part of and implemented under its
regular human resource development agenda.

NOW THEREFORE, I __HON. HAYDEE J. MABAGA__ , by the power vested
in me by law, as Punong Barangay of Barangay _DUNGON B__ , District of
__JARO__ , Iloilo City, hereby creates the Kasambahay Desk and
designates __HON. EDNA D. LIHAO__ as Kasambahay Desk Officer to
perform the following task:
1. Receive the two (2) copies of accomplished Kasambahay Registration
Form (KR Form 1) with the attached Kontrata sa Paglilingkod sa Tahanan;
2. Review and assess the completeness of data entries;
3. Stamp the date of receipt and assign a registration control number at the
upper right comer of the KR Form 1; and
4. Provide the employer or his authorized representative a duplicate copy
which will serve as proof of registration.
5. Keep a copy of the KR Form 1 with the corresponding signed contract for
barangay safekeeping.
6. Encode or record the information about the Kasambahay upon notification
of employer.
7. Submit to the Local Public Employment Service Office (PESO) a Monthly
Kasambahay Report (KR Form 3) which includes data regarding the
registration of the Kasambahay.

 Plan, strategize, implement and evaluate programs on drug abuse prevention in the
barangay;
 Organize the BADAC Auxiliary Team and orient them of their roles and functions in
formulating a plan of action to address the drug problem;
 Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions in
the campaign against street level illegal drug trade thru seminars or trainings;
 Coordinate and collaborate with other institutions implementing programs and
projects on drug abuse prevention at the barangay level;
 Conduct an Information Education Campaign on illegal drug demand reduction;
 Conduct regular and consultative meetings at least once a month and call for special
meetings with organizations in the barangay, such as the Parents Teachers
Community Association (PTCA), Youth Groups, Boy and Girl Scouts, religious
organizations, senior citizens, homeowner associations, neighborhood associations,
puroks and Tricycle Operators and Drivers Association (TODA) and other
organizations existing in the community to get their commitment to assist in curbing
the drug menace in the community whenever necessary;
 Strengthen the family in the barangay by promoting family affairs and conduct value
formation on parental care and guidance in coordination with other people’s
organization and concerned agencies;
 Determine and maintain a record of the names and other personal information of
actual residents of the barangay, likewise, gather and update all drug related
incidents and its effect on the peace and order situation in the barangay including
listings of suspected drug user and pushers;
 Identify drug affected house clusters, work places, streets, puroks and sitios where
there are violations of RA 9165 and immediately report the same to PNP or PDEA;
 Conduct and inventory of drug personalities who were identified to be involved in
illegal drug activities and identify who were brought to both Facility and Community
Based Rehabilitation Centers;
 Refer suspected drug users to the CADAC and other institutions for corresponding
counselling or rehabilitation;
 Refer drug users and dependents who voluntarily surrender to appropriate officer
pursuant to DDB Board Regulation No. 4 Series of 2016;
 Conduct periodic monitoring of those undertaking Community Based Drug Treatment
and Rehabilitation through the conduct of random drug testing to patients who exhibit
indication of using dangerous drugs;
 Empower the community in reporting drug related cases through an
Award/commendation system;
 Extend assistance to law enforcement agencies during the conduct of anti-drug
operations. The BADAC Chairman or any elected official present during the anti-
drug operations should sign the inventory of seized drugs and paraphernalia as
witness;
 Create a favorable policy environment by enacting local ordinances and other
legislative measures;
 Set quarterly targets to reduce the level of drug affectation and ultimately achieved
drug-cleared status and maintain the status of drug-cleared and unaffected
barangays through the ADAC Plan of Action;
 Submit a monthly report to the CADAC copy furnished DILG City Field Office;
 Monitor disposition and progress of drug-related cases filed;
 Ensure the safety of the community and extend such other necessary assistance to
the operating units during the conduct of anti-drug operations; and
 Perform other related functions.

 The barangay council upon recommendation of the Punong
Barangay, seven (7) members of the Bids and Awards
Committee (BAC) shall elect among them the Chairman and
the Vice Chairman.
 The Chairman shall see to it that projects of the barangay
that to be release shall undergo the bidding process in
accordance with the rules and it should be approved by the
majority of the BAC Member.
 The Vice Chairman shall see to it that the absence of the
Chairman shall take charge of the bidding process and must
conform to the choice of the majority.
 The Bids and Awards Committee (BAC) shall see to it that
bidding process is followed in accordance with rules and it
should be approved by the majority of the BAC Members
