GUIDING PRINCIPLES
The formulation of the SIP shall be guided by the
following principles:

 The SIP shall be anchored on the DepEd vision,


mission, and core values.

 The SIP shall be results-based, child and


learner-centered.

 The planning process shall be participatory,


engaging the various stakeholders in the
processes of dialogues and consensus-
building.

PLANNING PROCESS
1. Preparatory phase. This involves convening of the School-Community
Planning Team (SPT) and data gathering, as well as the conduct of focus
group discussions (FGD) with parents, pupils, and other stakeholders as
necessary.

2. Conduct of the SIP planning workshop. This will be done within a duration of
three (3) days and consists of the following sessions:

 Opening and orientation on the DepEd vision, mission, and core values
 Establishing the situation of children/learners and setting the objectives
and targets
 Environmental scanning, which includes external and internal analysis
 Formulating strategies
 Preparing the Action Plan
 Closing session

Annex 1 presents a sample of Field orientation and SIP Workshop Program of Activities.

3. Post-workshop activities . Finalization of the SIP.


PREPARATORY ACTIVITIES
Convening of the School-Community Planning Team (SPT)

Refer to Annex 2 for the roles and responsibilities of the Team members.

Data gathering and consolidation

Fill up the School-Community Data Template [Annex 3] using available


data. Request concerned Team members and LGU offices for information
on the social, economic, political ,and environmental condition of the
community. It is most important that the Team obtain data on the total
population of children in the community by age group.

Conduct a focus group discussion (FGD) with parents and pupils to gather
household-based information on children’s situation and learning context.

OPENING AND ORIENTATION ON THE DEPED VISION,
MISSION, AND CORE VALUES

Objective and Expected Output of the Session

By the end of the session, the Planning Team will have been oriented and
levelled off on the following:

 Overview of the school-community planning process


 Vision, Mission Statement and core values of the Department of
Education (DepEd)

The SIP shall be anchored on the Vision and Mission Statement and the Core
Values of the Department of Education. It is therefore important that we all
know, understand, and embrace these.

These statements shall constitute Section 1 of the School Improvement Plan.


SESSION 2:
ESTABLISHING THE SITUATION OF CHILDREN AND
SETTING RESULTS-BASED OBJECTIVES AND TARGETS

Objective and Expected Output of the Session

By the end of the session, the Planning team will have come up with the following:

 Analysis of the situation of children and learners in the community


 Statement of results-based objectives and targets

ANALYZING THE SITUATION OF CHILDREN AND LEARNERS

o It is our goal that every school-age child, both boy and girl, enter in school, learn
well, and complete schooling.

There should be no out-of-school children. Education is the best way to equip every
child with values and competencies to enable them to realize their full potential
and contribute meaningfully to building the nation, as our Vision states.

o Government has in fact translated these goals into official targets in the Philippine
Development Plan (PDP). Refer to Annex 5.

o In this session, we will find out the present situation of our children and learners in
terms of educational outcomes, and then determine how far we are from our goal
and targets.

 Objective and Expected Output of the Session

By the end of the session, the Planning team will have


come up with an analysis and list of the important
opportunities and threats in the community that will
significantly affect the attainment of the Plan objectives and
targets.

IDENTIFYING OPPORTUNITIES AND THREATS


 Opportunities are elements or conditions in the community
(i.e. outside the school) that the school can exploit/take
advantage of to attain its objectives
 Threats are elements or conditions in the community (i.e.
outside the school) that hinder or prevent the school from
achieving its objectives

 School infrastructure (classrooms, seats, library, toilets, etc.)
 Teacher (number and quality in terms of mastery of subject and child/learner-centeredness)
 Non-teaching/administrative personnel
 Textbooks and other learning materials
 Management systems and processes
 Financial resources
 Existing programs and projects

NOTE: FGDs with parents and pupils, particularly those that pertain to the school and the teacher
must be considered as well.

Based on the situation of learners and the results of external and internal
analysis established in earlier sessions, the Planning team will have come
up with a list of interventions to be pursued by the school in order to
achieve its objectives and targets.

FORMULATING INTERVENTIONS

 An intervention can be as broad as a strategy, or very specific as an


activity. In between, an intervention can be in the form of a program
or project. In this session, the SPT will NOT worry about these
distinctions. Just let the school identify as many interventions as they
can think of to achieve the stated objectives and targets.
 Note the existing programs or projects that are worth continuing. But it
would be good for school to think of new and innovative interventions.
They should be creative in their thinking.

o an Action Plan consisting of the strategies, programs, and projects to be


implemented for each strategy identified in the previous, and the
corresponding activities and resources required; and
o agreement on how the implementation of the action will be monitored.

In this session, we will classify the identified interventions according to the


following:

o Strategy – a very broad statement of how we want to achieve an objective


o Program or project – an integrated set of interventions for implementing a
strategy. A strategy may be implemented through one or more programs or
projects. A program or project usually has a distinct or identifying title.
o Activity – a very specific intervention comprising a program or project.
