III. Next Steps

A. Finalization of SDG Indicators for National Monitoring

B. Mechanisms for Monitoring/Reporting
1. SDG Webpage
The PSA to include an SDG Webpage where users can view
the metadata, database, SDG watch and other related links.
2. SDG Watch
Similar with the MDG Watch, PSA will also try to develop an
SDG Watch that will monitor the relevant and available
indicators for better appreciation of the stakeholders
3. SDG Focal Points
For easier coordination and data gathering of the indicators,
the PSA will propose data-source agencies to identify focal
points on the SDGs

4. InterAgency / Technical Committees
Relevant IAC/TC to serve as venue for the resolution of
statistical issues and data gaps on SDG indicators.
5. Philippine Statistical Development Programs
Monitoring and implementation of identified PSDP
activities to address data gaps on SDGs.

Philippine Statistics Authority IV. Learnings from the MDGs
1. Statistical preparedness of national statistical systems
• Investments on statistics and information as well as statistical capacity
building of both producers and users cannot be overemphasized in the
discussions on the post-2015 development agenda.

3. Linking the post-2015 development agenda framework with

an accountability framework (to cover governance,
financing, among others)

• Should be raised as a governance issue at the global,

regional, national, and local levels
• Information on the cost of not being able to meet the
MDGs

59
Republic of the Philippines
Philippine Statistics Authority IV. Learnings from the MDGs
4. Relevance of indicators to be identified in the Post-2015
Development Agenda

Assessment of goals and targets relevant to the sector/departments

• Take into consideration targets that are tailored to country
realities
• It is important that the proposed development framework is done
in consultation with other concerned Departments/Agencies by
the NEDA.

5. Identification of policy-relevant indicators

• It is important that the guiding principle that will be
used in the identification of indicators is its ultimate
translation to actual policy uses

WISH LIST OF POLICY RELEVANT

INDICATORS ≠ INDICATORS

7. Data Assessment on the Proposed SDGs

Criteria for consideration in the selection of proposed indicators

 Specific
- clear and concise (avoid vague terms)
- related to specific question, issue or concern
- quantity, quality, time, location, target group
 Measurable
- quantifiable indicators to measure progress - precise;
- development process indicators may be difficult to quantify;
- qualitative indicators should also be used.
 Achievable/attainable (Assignable)
- appropriate data collection method at reasonable cost
- someone must be able to complete the objective

62
Republic of the Philippines
Philippine Statistics Authority IV. Learnings from the MDGs

8. Data Assessment on the Proposed SDGs

Criteria for consideration in the selection of proposed indicators

 Relevant (Realistic)
- meet policy and management needs
- able to be interpreted
- sensitive to changes in the conditions in question
- within budget and time frame

 Time-related
- can be completed by a certain date – timely
- change measured by a certain date – two points

8. Data Assessment on the Proposed SDGs

Subnational monitoring

• in the identification of the official list of

indicators, indicators should be disaggregated
by geographical location, by sex, by
sector/subpopulation, among others.
