THE IMPLEMENTATION OF P.D. 198 OTHERWISE KNOWN

AS “THE LOCAL WATER DISTRICT LAW”: IMPLICATION TO THE
MANDATES OF ENVIRONMENTAL LAWS
 Statement of the Problem
This study seeks to assess the existing laws on environment the protection of our water
system and one of the ways by which the INWD can remedy this is, to adopt a policy
intervention.
1. How do the Management and Inspection Team and Concessionaires assess the
implementation of the water district law as to:
1.1 Operation and Control of the Water System;
1.2 Maintenance and Preservation of Water Quality;
1.3 Provision for Structure within the Service Area;
1.4 Manpower Requirements;
1.5 Safeguard and Protection; and,
1.6 Facilities and Utilities Improvement of Water Shed?
3. Is there significant difference in the assessment of the two (2) groups of respondents in
the implementation of the water district law and the issues and concerns encountered?
2. What are the issues and concerns encountered by the two (2) groups of respondents
that must be addressed as regards the implementation of the water district law?
4. What are the measures may be proposed to address the problems encountered in the
implementation of the Water District Laws?
5. From the findings of the study, what implication may be formulated in relation to the
mandates of the Environmental Laws?
 Hypotheses

1. There is no significant difference on the assessment of the groups of

respondents as to the extent of effectiveness of the Environmental
Laws in the INWD.

2. There is no significant difference on the assessment of the groups of

respondents as regard to the problems encountered and to the
proposed measures to address problems in the implementation of the
Environmental Laws.
 Scope and Limitation of the Study
1. The Setting
The study will be conducted at INWD but not limited to the resources of all covered concessionaires of
Ilocos Norte Water District, located at Barangay 22 Laoag City, Ilocos Norte, A Government Owned and
Controlled Corporation created by P.D. 198 or the Local Water District Law.

2. The Subject/Content
The subject of the study focused in the extent of effectiveness of the Environmental Laws.

3. The Respondents
There will be two (2) groups of respondents of the study are follows:
3.1 Management and Inspection Team of INWD
3.2 Concessionaires of INWD

4. The Time Frame

The study covers the period of July, 2018 up to March, 2019.
