Case Scenario
Mrs Y is Ninety years old and lives in Rainbow Care home with other
residents. She likes the light-up and enjoys smoking her cigarettes in the
comfort of her arm chair. The smoke that emanates from her room
inevitably filters into her neighbours who are non-smokers. Apart from the
health hazard associated with second hand smoke, the neighbours also fear
that the increasing smoke is a potential risk of fire outbreak and have
consequently reported to the care agency. Upon her summon Mrs Y insist
that she has the right to her private lifestyle and would keep her smoking
habit. Your line manager has asked you to prepare a presentation as part of
the training materials for new employees.
Introduction

This presentation will be prepared based on three parts. The first part
will have explanation on the factors contributing to the loss of
independence, non-participation and social exclusion for vulnerable
people while second part will include the analysis on how
organizational systems and procedures are managed to promote
participation and independence of users of health and social care
services. An the last part will be developed with analysis the tensions
arisen when balancing the right of the services user to independence
and choice against the care provider’s duty to protect the service users.
2.1

There are some factors that can contribute to the loss of independence, non-
participant and social exclusion. These factors are analyzed below applying the
given case study.
 Choice: people of different interests may have different choice and because of their
choice they can be a victim of losing independence, participation and also social
inclusion (Jackson and Segal, 2014 ). For example, Mrs Y is ninety years old and she
loves to keep the light up and love smoking her cigarettes but the neighbors are
complaining with it an, so she is losing participation and becoming socially
excluded.
 Constraints: because of being dependent on others, sometimes people cannot take
proper decision for their own. According to the scenario, Mrs Y is constrained as
she is not being able to decide what will be better for her own and for her neighbors
and so she is losing independence and participants.
 Intellectual factors: With the growth of age, the intellectual power reduces and
may appears some mental disorders (Stretch, 2007). As Mrs Y has grown older to
ninety years old, she may be suffering from mental issues because she feels lonely
and so she likes smoking her cigarettes giving no importance to the comfort of
neighbors.
 Changing needs: smoking her cigarette has been a habit for Mrs Y. So she cannot
leave it though it harms to the neighbors.
 Physical and emotional fact: as Mrs Y is getting older and understunding the
better to others can become a difficuly, so she keeps the light up and enjoys smoking
cigarettes, though it becomes of the cause of disturbing the neighbors.
Thus these factors contribute to the loss of independence, non-participation and
social exclusion.
2.2

The organizational systems and processes refer to the structure of a business


that is used to organize the functions and responsibilities among the
employees. These systems and processes can be managed in different ways to
promote participation and independence of users of health and socials care
services.

 Ensuring performance of workers: the performance level of an worker


should be ensured. Than they are to given training and assigned to the users to
health and social care to promote their independence and participation
(Morris, 2016). For example, if the working performance of the workers do
not match with the problems of Mrs Y, then the workers will not be able to
work in this regard.
 Sources of information for individuals: the workers are to be

given access to the details information of the user. For example,


the worker is to be given to details information about Mrs Y,
based on the analysis on this information, the worker take
necessary steps to improve his participation and independence.

 Empowering individuals: the individuals are to be given

descriptions and guidelines on the promotion of the participation


and independence of the users of health and social care services.
2.3

 Safety versus independence: sometimes there may have conflicts between the

safety and independence. The care workers are to think the both to balance.

For example, Mrs Y keeps light-up and smoke cigarettes and it causes the break

of safety on neighbors that fear of a fire outbreak from the smoke of cigarettes

that filters into their residents. Mrs Y has claims to have his own lifestyle and

keep smoking habit. Here, the care workers needs to balance between the

conflict. We should give a solution that will ensure the safety of neighbors and

protect the independence of Mrs Y.


 Safety versus right and responsibility: sometimes the older service users can have

problems with understanding their rights and responsibilitys. According to the case
study, when a care worker came to serve Mrs Y, she emphasizes on her rights and
independence. She has her own rights and independence. She has the right to lead his
own life styles but it should not be the causes of violence of safety of others. Her
responsibility is not to disturb neighbors. So the care workers needs to make her
understand that she has the right to smoke but she should not endanger others because
of her activities. We need to kindly communicate to Mrs Y that smoking is not
permitted inside, and can be done only in special alocated area. Also smoking inside the
rooms can be the cause of a fire.
Conclusion

So there are some factors contributing the users to the loss of


independence, non-participation and social exclusion for the
vulnerable people. The systems and processes should managed
properly to promote participation and independence of users in
health and social care. In addition, the tensions are to be analyzed
effectively and efficiently grown at the time of matching the
rights of the service user to independence and choice against the
care provider’s duty to safeguard service users.
