Section 231 of the same Code also dictates that “Appeal on assessments of
real property x x x shall, in no case, suspend the collection of the
corresponding realty taxes on the property involved as assessed by the
provincial or city assessor, without prejudice to subsequent adjustment
depending upon the final outcome of the appeal.”
MERALCO appealed Tax Declaration Nos. 019-6500 and 019-7394 with the
LBAA, but instead of paying the real property taxes and penalties due, it
posted a surety bond in the amount of P17,925,117.34.
