HISTORY

• AHMEDABAD WAS FOUNDED IN THE YEAR 1411 BY SULTAN AHMED SHAH


• HISTORICALLY IT HAS BEEN A MAJOR COMMERCIAL, FINANCIAL AND INDUSTRIAL CENTRE. IT
WAS CALLED THE ‘MANCHESTER OF THE EAST’ BECAUSE OF ITS LARGE NUMBER OF COTTON
TEXTILE MILLS,
• AHMEDABAD IS THE SEVENTH LARGEST CITY OF INDIA.
• WITHIN MUNICIPAL LIMITS, IT IS ADMINISTERED BY THE AHMEDABAD MUNICIPAL
CORPORATION (AMC).
• AMC LIMITS IS DONE BY THE AHMEDABAD URBAN DEVELOPMENT AUTHORITY (AUDA).
• It is divided into six administrative zones and 64 wards.
INTRODUCTION
• AHMEDABAD IS ONE OF THE LARGEST CITIES IN WESTERN INDIA
AND IS THE HUB OF INDUSTRIAL, TRADE AND COMMERCE
ACTIVITIES.
• A MODEL URBAN CENTRE - IMPROVED INFRASTRUCTURE AND
SERVICES.
• IN DECEMBER 2011 A LEADING MARKET RESEARCH FIRM, IMRB,
DECLARED IT THE BEST MEGACITY IN INDIA TO LIVE IN.
• AHMEDABAD IS ONE OF THE FEW CITIES IN INDIA THAT HAS A
PRO-POOR POLICY FOR THE PROVISION OF WATER AND
SANITATION TO SLUMS.
• THE SLUM NETWORKING PROGRAMME (SNP) OF AHMEDABAD
MUNICIPAL CORPORATION (AMC) HAS WON MANY ACCOLADES AHMEDABAD GROWTH
AND IS RECOGNIZED GLOBALLY AS A MODEL FOR SUCH A PATTERN
PROGRAMME.
• UNDER THE GUJARAT TOWN PLANNING ACT, THERE IS A PROVISION FOR RESERVATION OF UP
TO 10 PER CENT OF LAND FOR EWS HOUSING.
• THE STATE GOVERNMENT HAS ALSO ENACTED POLICIES FOR SLUM REHABILITATION AND
INVOLVEMENT OF THE PRIVATE SECTOR
DEVELOPMENT PATTERN IN AHMEDABAD

• AHMEDABAD HAS A SEGMENTED DEVELOPMENT PATTERN-


1. CONCENTRATION OF TEXTILE MILLS IN THE EASTERN PART
2. RENTAL HOUSING FOR INDUSTRIAL WORKERS, IN THE FORM OF CHAWLS – SINGLE-ROOM HOUSING UNITS
WITH COMMON WATER AND SANITATION FACILITIES
• THERE ARE TWO TYPES OF LOW-INCOME SETTLEMENTS IN THE CITY:
1. THE CHAWLS ORIGINALLY BUILT AS LOWINCOME RENTAL UNITS
2. SLUMS THAT REPRESENT INFORMAL SETTLEMENTS WITH VARYING FORMS OF LAND AND SHELTER TENURE.

• THE SLUM POPULATION IN AHMEDABAD ACCOUNTS FOR 13 PERCENT OF THE TOTAL POPULATION. THERE
ARE ABOUT 691 SLUM SETTLEMENTS WITHIN AMC LIMIT.
• THE REPORT IS PART OF THE OVERALL STRATEGY OF AMC’S SLUM FREE CITY ACTION PLAN
UNDER THE RAJIV AWAS YOJANA. SLUM FREE CITY WAS ONE OF THE IMPORTANT GOALS OF
AMC IN ITS COMPREHENSIVE DEVELOPMENT PLAN (CDP).
• THIS ACTION PLAN, BEING PREPARED FOR RAY SUPPORT, WOULD HELP AMC TO ACHIEVE THE
GOAL OF MAKING AHMEDABAD A CITY WITHOUT SLUMS.
RAJIV AWAS YOJANA
• DECLARED ON - 4TH JUNE 2009
• OBJECTIVE- SLUM-FREE URBAN INDIA IN FIVE YEARS THROUGH THE LAUNCHING OF RAY

• RAJIV AWAS YOJANA (RAY) ENVISAGES A SLUM-FREE INDIA BY ENCOURAGING STATES/ UNION
TERRITORIES TO TACKLE THE PROBLE.
• IT CALLS FOR A MULTI-PRONGED APPROACH FOCUSING ON -
• BRINGING EXISTING SLUMS WITHIN THE FORMAL SYSTEM AND ENABLING THEM TO AVAIL OF
SIMILAR LEVEL OF BASIC AMENITIES AS THE REST OF THE TOWN/ CITY;
• REDRESSING THE FAILURES OF THE FORMAL SYSTEM THAT UNDERLIE THE CREATION OF SLUMS;
AND
• TACKLING THE SHORTAGES OF URBAN LAND AND HOUSING THAT KEEP SHELTER OUT OF REACH
OF THE URBAN POOR AND COMPEL THEM TO RESORT TO EXTRALEGAL SOLUTIONS IN A BID TO
RETAIN THEIR SOURCES OF LIVELIHOOD AND EMPLOYMENT.M OF SLUMS IN A DEFINITIVE MANNER

METHODOLOGY ADOPTED FOR PREPARATION OF
SLUM FREE CITY PLANNING
AMC has adopted a ‘whole city’ approach to ensure that all slums in the city will
be covered, irrespective of size of settlement, land ownership etc.

DEFINITION IMPOSED- A compact settlement of at least 10 houses built mostly


of non-durable materials and poor construction, temporary in nature, crowded
together with inadequate sanitary and drinking water facilities

A detailed socio-economic survey of all slum households and total station survey
of all slum pockets

survey carried out by agencies hired by AMC, was validated through a process
of community consultation with the help of CEPT and Mahila Housing Trust (MHT)
teams visiting each slum pocket

They corrected the survey forms where necessary and submitted a verification
report with signatures of slum households for each settlement.
Focus has been on in-situ upgrading with minimum displacement
A key focus is on provision of –
1. water and toilets to all slum houses
2. supporting shelter upgrading in slums where basic services have been provided through the SNP

The purpose of the program:

• THE PROJECT IS UNDERTAKEN ONLY IN THOSE SLUMS WHERE ALL HOUSEHOLDS CONTRIBUTE
A PROPORTION OF THE 20% IMPLEMENTATION COSTS
• IT’S A PARTNERSHIP BETWEEN AHMEDABAD MUNICIPAL CORPORATION (AMC) WHO PLAYS THE
LEADING ROLE, NONGOVERNMENTAL ORGANIZATIONS (NGOS) AND COMMUNITIES

Obtain details of land ownership and details of the land parcels

Revenue Survey Nos. / F.P. Nos. were identified with help of property tax bills
of neighbouring residential societies

there was a mismatch regarding the ownership of the plots in both documents

since these plots were reserved for slum up-gradation under the T.P. Scheme of
the ULB, ownership of these land parcels vested with the AMC.

With efforts of the MHT and other stakeholders, eligibility criteria was
redefined and those covered under the biometric based Socio-Economic survey
as on or before December 1, 2010 were considered as eligible beneficiaries
DU ALLOCATION
• THE DEVELOPER HAD SUBMITTED A PROPOSAL FOR 65
DUS (CONSIDERING 10 PER CENT EXTRA UNITS) TO THE
SRC IN MARCH 2011
• IN COURSE OF TIME, IT WAS REALISED THAT
ACCORDING TO THE T.P. SCHEME THE AREA ADJOINING
THESE THREE PLOTS WAS PROPOSED TO BE DEVELOPED
AS A 9.14 METRE WIDE ROAD.
• AROUND 16 HUTMENTS WERE FALLING IN THIS AREA.
• INCLUSION OF THESE 16 HUTMENTS IN THE PROPOSAL,
MEANT RE-APPROVAL OF SRC.
• AFTER REPETITIVE REQUEST APPLICATIONS BY MHT
REGARDING THEIR INCLUSION, THE NUMBER OF ELIGIBLE
BENEFICIARIES IN THE PROPOSED REHABILITATION
SCHEME INCREASED FROM 43 TO 59.

MUTUAL COMPROMISE
• AS PER THE REGULATIONS, THE DEVELOPER HAD TO PROVIDE TRANSIT ACCOMMODATION TO THE
BENEFICIARIES TILL COMPLETION OF CONSTRUCTION.
• INSTEAD, THE MUTUAL DECISION BETWEEN THE DEVELOPER AND BENEFICIARIES (IN CONSULTATION
WITH MHT) WAS TO PAY EACH BENEFICIARY AN ADVANCE FOR RENTAL ACCOMMODATION
SUITABLE TO THEIR NEEDS. THE AMOUNT TOWARDS THIS WAS DECIDED AS PER PREVAILING RENTS
ACROSS THE AREA
• DURING THE FINAL CHECK OF PLOT BOUNDARIES BY THE DEVELOPER AND THE AMC OFFICIALS
THERE WAS A VARIATION IN THE DEMARCATIONS ORIGINALLY DONE BY THE MHT AND THE
DEVELOPER.
• FOUR HUTMENTS WHICH WERE FALLING PARTLY WITHIN THE FINAL PLOT BOUNDARIES HAD NOT
BEEN PREVIOUSLY INCLUDED IN THE PROPOSAL.
• THE DEVELOPER HAD AVAILED APPROVAL FOR BUILDING A TOTAL OF 65 DUS (INCLUSIVE OF 10 PER
CENT EXTRA UNITS TO BE HANDED OVER TO THE AUTHORITIES). OUT OF WHICH, 59 DUS WERE TO
BE ALLOTTED TO THE ELIGIBLE BENEFICIARIES. INCLUSION OF THESE FOUR BENEFICIARIES MEANT
REDUCTION OF HOUSING STOCK AVAILABLE TO THE AMC.

CHALLENGES FACED

• MANY SOLD DEBRIS, STONE SLABS USED IN KITCHEN PLATFORM, WOODEN AND METALLIC
FRAMES OF DOORS AND WINDOWS, ROOFING MATERIAL OF THEIR HUTMENTS IN THE MARKET.
THIS CONTRIBUTED TO THEIR REVENUES.
• WITH THE NEWS OF REDEVELOPMENT SCHEME IN THE AREA, RENTALS IN THE SURROUNDING
AREAS HAD INCREASED.
• MANY RESIDENTS OPTED TO SEND THEIR FAMILIES TO THEIR NATIVE VILLAGES OR TOOK
ACCOMMODATION AT FAR OFF PLACES WHERE RENTALS WERE AT LOWER RATES.
• THIS INCREASED THEIR TRANSPORTATION COSTS AND TRAVEL TIME AND ALSO DISTURBED
LIVELIHOOD PATTERNS IN SOME CASES.
