School Based Assessment (SBA)

Basic concepts and purposes of SBA
• Assessment is practically school based right from planning to
execution with adherence to procedures set forth by the
Examination Syndicate
• School based assessment has always been there – Penilaian Kerja
Amali (PEKA), Ujian Lisan Berasaskan Sekolah (ULBS), Penilaian Lisan
Berasaskan Sekolah (PLBS), Perkara Asas Fardu Ain (PAFA), projects,
quizzes, question & answer sessions, presentations and others
• New features introduced by MOE – Standard Referenced
Assessment, Assessment of Physical, Sports and Co-curricular
Activities, Psychometric Assessment and recording of pupil’s
achievements in the PBS Management System
• Began in 2011 for Year 1 and 2012 for Form 1
• Objective of PBS is to keep track of each pupil’s progress, growth
and achievement
Main characteristics of SBA
• Assessment is planned, formulated, administered, scored, recorded
and reported by teachers in the school. Assessment is continuously
carried out by teachers during the t&l process
• Holistic form of assessment – cognitive, affective and psychomotor
domains (encompass intellectual, emotional, spiritual and physical
aspects - JERI)
• In tandem with the Primary School Standard Curriculum as well as
the National Education Philosophy (FPN)
• Carried out in the form of Formative (assessment FOR learning)
during the process of teaching and learning and Summative
(assessment OF learning) assessment is carried out at the end of a
learning unit, term, month or year
• Both academic and non-academic components are assessed

School Assessment
• Assessment that is planned, formulated,
administered, scored, recorded and reported by
teachers in the school
• Continuously carried out by teachers during the
t&l process
• School Assessment is carried out in the form of
formative and summative assessment
– Assessment FOR learning during the process of
teaching & learning
– Assessment OF learning is carried out at the end of a
learning unit, term, month or year
School Assessment
• School Assessment uses Standard Referenced Assessment
• Standard Referenced Assessment reports pupil’s
achievement with reference to the statements of standard
for each subject
• Can you point to an example taken from the DSKP for
Primary English?
• How do we relate Standard Referenced Assessment to
Criterion Referenced Assessment or Norm Referenced
Assessment?
• Standard Referenced Assessment is introduced to track
growth and development of each pupil through his/her
performance
School Assessment
• Advantages of Standard Referenced
Assessment
– Reports pupils’ performance or achievement
– Pupils are assessed fairly ad justifiably based on
an individual’s capability, ability, talent, skill and
potential without comparing the individual with
others
Central Assessment
• Assessment that is carried out in the school
• Assessment procedures, instruments, tasks,
guidelines, scoring guide, grading and
reporting by Lembaga Peperiksaan
(Examination Syndicate)
• Two types of tasks assigned in Central
Assessment
– Long term task (3-4 weeks)
– Short term task (within 2 weeks)
Central Assessment
Assessment of Physical Activities,
Sports and Co-curriculum (PAJSK)
• PAJSK administers, records and reports pupils’
involvement in sports, curricular and extra-
curricular activities
• Standard Kecergasan Fizikal Kebangsaan
(SEGAK) and Body Mass Index (BMI) is carried
out to assess and report pupils’ physical
activities
• When?
Psychometric Assessment
• PPsi carried out to measure pupils’ innate and
acquired abilities, thinking skills, problem-solving
skills, career preferences, talent, attitude and
personality
• Not based on learning process or curriculum
• When?
• Information from PPsi can help teachers to adapt
and adopt teaching methodologies and develop a
variety of assessment tools most appropriate to
their pupils’ needs
Ways of grading and preparation of
rubrics
• Document of Performance Standard
(Dokumen Standard Prestasi) contains
guidelines for assessment and reports pupils’
achievement at different stages of learning as
intended in the curriculum
• This document includes bands, statements of
standard, descriptors and evidence

Implementation of school-based
assessment
• PBS carried out by referring to the Panduan
Pengurusan PBS and related circulars concerning
PBS issued by the Examination Syndicate
• Four basic aspects of implementing PBS
– PBS Committee (KPM, state, district & school levels)
– PBS schedule of implementation
– Quality Assurance
– Management of pupils’ evidence

Quality Assurance
• Carried out to ensure PBS is of the highest
quality and is carried out according to the
guidelines provided
• Stringent measures must be undertaken by all
concerned to ensure quality is assured in all
aspects and at each stage of the assessment
• Only then can the assessment produce
information that is accurate and reflects the
true ability of the pupils assessed
Quality Assurance is achieved through
• Mentoring
– Through assisting, facilitating, guiding teachers
– Internal mentoring and external mentoring by
whom?
• Coordination
– Ensure that the score for tasks/assignments is not
only fair but also reliable and valid
– Internal and external coordination by whom?
Quality Assurance is achieved through
• Monitoring
– Process of ensuring the correct procedures as outlined by the
Examination Syndicate has been observed in carrying out PBS
– Frequency of monitoring determined by PBS committee
– Internal and external monitoring by whom?
• Trekking
– Process of evaluating assessment instruments used to carry out
PBS in order to
• Identify strength, weaknesses & practicality of said instruments
• Evaluate reliability and validity of said instruments
• Suggest improvements to the instruments
– Trekking carried out by Examinations Syndicate or
representative
Managing Pupils’ Evidence
• Two types of evidence
– Pupils
– Materials
• Pupils considered best evidence for some skills
because they can display acquired ability through
action or orally
• Material evidence refers to processes or products
such as photos, graphics, artefacts, reports, etc.,
produced by pupils in carrying out set tasks
Storing Evidence
• Material evidence must be kept in
– Fail Perkembangan Murid (FPM), and
– Fail Showcase (FS)
• FPM stores all evidence of a pupils’ achievement
and development in the learning process
• There should be a FPM for every pupil to keep
evidence for all subjects he/she takes
• FPM stores the latest evidence for each
descriptor. Previous evidences are returned to
owners
Storing Evidence
• FS stores the best evidence for all descriptors for
all subjects
• Serves as a benchmark for a particular standard
of achievement or proficiency
• Should be an FS for each Year/Form or class
• FS prepared at beginning of year and updated
throughout year because teaching, learning &
assessment is a continuous effort
• Return all evidence after it has been recorded in
the SPPBS (discussed next)
Reporting and recording
• The School-Based Assessment Management
System (SPPBS) is an application developed by
MOE to record and store information on pupil’s
achievement in PBS
• SPPBS can generate reports of pupils’
achievement
• Teachers record pupils’ achievement in PS
anytime
• Data entry into PAJSK is determined by the
Examination Syndicate
Reporting and recording
• How about data of pupils who transfer to new
school?
– Cancel pupil particulars in Aplikasi Pangkalan Data
Murid (APDM)
– New school registers pupil in APDM
– Previous data can be retrieved
• What if school has no access to Internet?
– Use stand alone version of SPPBS
– Obtain from JPN or JP Daerah
Reporting and Recording
• Teacher who teaches subject can report pupils
progress by generating reports through SPPBS
• Student progress reports can be obtained from
teachers who teachers who teach the subject
• Parents can obtain a descriptive and formative
report about their children’s achievement by
generating it via the SPPBS whenever needed
• Report contains pupils’ achievement at the
particular stage
