Since July 2013 by the Construction Products Regulation
(CPR) 305/2011

I| Legal Context

The main difference between the Regulation and the


Directive is that it is necessary to have a Declaration Of
Performance (DoP)

But, the declaration of compliance foreseen by EN 1090-


1 had already defined the essential characteristics

So:

At the moment the harmonized standard to


apply is EN 1090-1:2009+A1:2011 and it is
covered by Directive 89/106/EEC

(maybe in September a new version will be approved)

Main terms and definitions


Component specification - document or documents giving all
necessary information and technical requirements for
manufacturing the structural component

Constituent products - materials or products used in


manufacturing with properties which enter into structural
calculations or otherwise relate to the mechanical resistance and
stability of works and parts thereof, and/or their fire resistance,
including aspects of durability and serviceability.

Design brief - documents containing all information necessary to


perform a structural design of the component, considering
its intended use

Evaluation method - means to check that the performance
characteristics of the component comply with the values to be
declared and any other required values which are used for
evaluation of conformity for characteristics such as material
properties, geometry and structural characteristics

Load bearing capacity - value or set of values for the loads


that can be carried by the component referring respectively to
either a single type and direction of loading or to a set of loads
in various directions and referring to a defined level of
resistance in accordance with EN 1990 and the relevant parts of
EN 1993, EN 1994 or EN 1999. For kits the load bearing
capacity refers to loads and load combinations the kit can carry
that are relevant to the structure for its intended purpose.

Manufacturing - those work operations required to produce


the component, which may encompass fabrication, welding,

Declaration of conformity
This declaration shall include:
• Name and address of the manufacturer, or his authorised representative
established in the EEA, and the place of production:
• Description of the component (type, identification, use, etc.) and a copy
of the information accompanying the CE marking,
• Provisions to which the product conforms
• Particular conditions applicable to the use of the product
• The number of the accompanying factory production control certificate;
• Name and position held by the person empowered to sign the
declaration on behalf of the manufacturer.
• The above mentioned declaration and certificate shall be accompanied
by a factory production control
• certificate, drawn up by the notified body,
• Name and address of the notified body;
• The number of the factory production control certificate;
• Conditions and period of validity of the certificate, where applicable;
• Name of, and position held by, the person empowered to sign the
certificate.
• Made available upon request and presented in the language(s)
acceptable to the member state in which the product is to be used.

The technical requirements for the implementation must be
completed and approved before the start of the execution;
Must be identified how to proceed in the event of
amendments to the project;

There should also exist if necessary a single specification


like:

• Organisation chart and managerial staff responsible for each aspect


of the execution;
• The procedures, methods and work instructions to be applied;
• An inspection plan specific to the works;
• A procedure for handling changes and modifications;
• A procedure for handling of nonconformities, requests for
concessions and quality disputes;
• Specified hold-points or requirement to witness inspections or tests,
and any consequent access requirements.

• The allocation of tasks and authority during the various phases of the project;"

be produced before execution of the construction step to which they relate;
• Execution records which are actual records of inspections and checks carried
out, or demonstrate qualification or certification of implemented resources.
• Execution records related to specified holdpoints shall be produced before the
hold-point is released

It is necessary to have a welding plan in
structures– EN 1090-2 accordance to EN 3834 and prove the
requirements that are part of it. For each EXC it is
Welding necessary to apply a different part with different
requirements of EN ISO 3834.

recommendations of EN 1011-1, EN 1011-2, EN 1011-3 as amended in 7.7
