PURPOSE
To describe NBC defence concept in
land forces, NBC defence structures
and the implementation status of
SOP’s.

I. NBC DEFENCE - army branch
R E P R E SE N T S :
An army branch.
PURPOSE:
To protect troops for surviving against NBCWMD attacks and to
secure missions’ accomplishment in NBC environment/conditions.
DOMAINS:
1. Military actions’ conduct;
2. NBC prevention;
3. NBC protection;
4. NBC decontamination;
5. Obscurants;
6. Flame devices;
7. Environmental protection;
8. Non-combat military actions;
9. Logistics.

MILITARY ACTIONS CONDUCT

- represents all the activities that require a direct involvement of NBC officers and
NCO’s for elaborating military actions concept , for integrating NBC risk/threats
analisys and assessment,for NBC warning/alerting/reporting and NBC defence
units/subunits’ actions.

- NBC officers and NCO’s:

- conduct: - NBC operational elements for supporting leader’s guidance;

- NBC warning and reporting system (NBCWRS);
- co-ordinate with general staff compartiments for evaluating enemy capabilities
and for effective management of NBC situations;
- plan for use of NBC units and subunits.

NBC PREVENTION

- represents the key of NBC defence;

- includes:
a) passive measures:
- NBC defence preparations (all the actions taken for training the human element in order to accomplish
NBC defence requests);
- avoidance (basic actions for recon, security/screening, obscurants, ECM, radio discipline, light and
sound discipline);
- use terrain concealment, genistical preparations;
- dispersion.
b) active measures:
- NBC risks/threaths assessment in area/yone of responsability;
- NBC survey (surveillance, determination of CB attacks and of nuclear explosion parameters, prediction
of NBC contaminated areas, warning and alerting, NBC recon, NBC reporting); NBC sampling;
- fallout control (bypass NBC contaminated areas, conduct missions in NBC environments with essential
personnel/equipment only, encapsulating/covering equipments, materials, relocation of assembly areas).

NBC PROTECTION

- represents essenţial component of NBC defence;

- purpose: maintain units/subunits’ operational capabilities in actions
conducted in NBC conditions/environments
- includes:
a) troop protection, consists of the actions conducted by leaders to
reduce subordinates’ vulnerability against the effects of WMD attacks;
b) individuală protection (actions conducted by every individual to
maintain his own capabilities to secure his survivability and accomplishment of
operational tasks);
c) collective protection, consists in building/setting up/ using bunkers,
covered shelters and fighting techniques. Secures relief from MOPP levels, working
conditions, eating, rest/sleep and hygiene. It’s not a substitute for individual
protection.

NBC DECONTAMINATION
-represents the basic component of NBC defence;
-purpose: limit units/subunits’ degradation of operational capabilities and reduce losses to a
minimum;
-principles: opportunity, necessity (decontaminate only what’s necessary), priority and avoid
contamination spread;
-methods:
a) weathering;
b) active decontamination:
- immediate (actions conducted by every individual in order to survive using
individual decontamination materials);
- operaţional (actions conducted by teams/squads using organic NBC defence
equipments/equipments in order to reduce contamination risks as a consequence of handling
equipments/materials and spread of contamination);
- total (supported or unsupported actions conducted to reduce troop/terrain
contamination under the level of risk and to secure relief from MOPP levels and to maintain
operational capabilities).

OBSCURANTS
MISSIONS:

a) common, destined to be conducted by units from all army branches;

b) special, destined to be conducted by smoke units to screen troop actions
key facilities and for enemy deception.

EQUIPMENTS AND MATERIALS:

a) for units in all army branches - individual means and fighting equipments
(smoke grenades and pots);
b) for smoke units - vehicle mounted smoke generators;
c) for other army branches - artillery, tanks, air forces and naval forces.

FLAME DEVICES USE

MISSIONS:

a) special, destined to be conducted by flame units to set on fire flammable

equipments/materials;
b) coordinated, conducted by units/subunits in different army branches to
inflict losses in shelters, buildings, covered or uncovered fortifications to damage
vehicles, to set POL on fire, to destroy ammunition/materials.

WEAPONS AND AMMUNITIONS:

a) special, organic to flame units;

b) for other army branches - air forces, artillery.

ENVIRONMENTAL PROTECŢIA

INCLUDES:
• actions and activities conducted by leaders, technical,
logistic and medical personnel and individuals involved
in environmental protection in order to comply with
environmental rules and regulations.

NON-COMBAT MILITARY OPERATIONS

Deployment in actions such as:
- weapons control;
- counter-terrorism;
- support to antidrug operations;
- humanitarian aid;
- support to other nations;
- non-combat evacuation operations;
- military support to civil authorities;
- support to antiriot operations;
- peace operations;
- rescue operations (search-rescue-evacuation).

- supply/evacuation transports;
- maintenance;
- medical care.

II. NBC DEFENCE STRUCTURES’

MISSIONS
1. IN PEACE TIME:
• updating the concept and the ways of using NBC defence units/subunits in actions;
• personnel training and special training in NBC defence;
• personnel training in order to conduct actions in NBC conditions/environments;
• securing contamination control through warning and reporting systems (NBCWRS);
• NBC defence units deployment in peacekeeping operations and non-combat military
actions;
• NBC defence equipment/materials maintenance and upgrading; maintenance and
upgrading technical/tactical specifications;
• NBC defence equipment/materials logistic support for combat training and
mobilization.

MISSIONS
2. IN CRISES:

• monitoring and NBC risk factors/events management;

• deployment in humanitarian missions to limit and reduce the effects of
disasters (earthquakes, floods, fires, cosmic events (meteors), accidents in
facilities with a high NBC risk);
• special support in antidrug, counterterrorism and weapons/ammunition
control missions and in illegal traffic with hazardous substances;
• deployment in some international humanitarian, weapons control
missions and checking the manner in which conventions on banning
NBC weapons are applied.

CENTERS’ BASIC MISSIONS

• collect, processe, corellate, evaluate and report data received from subordonate
headquarters;
• predict NBC contaminated areas using detailed analisys and submit the results to
higher headquarters and subordonate units;
• submit to subordonate units/structures data on NBC contamination that can affect
their responsability areas;
• conduct NBC recon actions in their responsability areas:
• request and submit detailed reports on CB attacks:
• exchange information IAW OPORD’s;
• provide information on enemy NBC activities;
• assess NBC contamination impact on operations;
• recommand type and quantity of equipment/materials necessary to conduct NBC
recon, decon and smoke actions;
• predict possible losses
