Why Entire RAN paging?

 MSC perform Entire RAN paging If the LAI information not found in VLR.

 Why LAI information not found in VLR?

 VLR reset.
 Manually deletion user info in LMT.
 User is making inter MSC location update.

The cancel location 1 is a little late reaching to MSCB, which make the MSC B
delete MS information in VLRB, but actually MS is now roaming in MSCB, If now
some one is calling MS, MSC B does not have user info, so make all ran paging.

Bit Bit 11

Description Bit 11 is used for function control.

Bit 11 determines the time when the MSC server updates the value of measurement
entities in the Paging measurement unit in the case of network-wide paging.
Value:
= 0: The MSC server updates the value of measurement entities when receiving a paging
response.
= 1: The MSC server updates the value of measurement entities when sending a paging
request.
The default value is 1.

Application Scenario If you need to obtain the number of paging operations implemented in a location area
during network-wide paging, set bit 11 to 0.
If you need to obtain the number of paging operations implemented in all location areas
managed by the MSC server during network-wide paging, set bit 11 to 1.
